The Director General Ethics & Investigations is responsible to ensure departmental program integrity through the advancement of the Defence Ethics Programme, Conflict of Interest and Post-Employment, Special Examinations and Investigations of wrongdoing. Through the Director General’s expertise and leadership, he/she directs a team of highly qualified professional analytical and investigative staff (and consultants when engaged) through two director positions; Director Defence Ethics Programme and Director Special Examinations and Inquiries.

The organization of the Assistant Deputy Minister (Review Services) provides the Deputy Minister and the Chief of the Defence Staff with independent, objective and timely assurance services concerning:
• the integrity of Department of National Defence/Canadian Armed Forces (DND/CAF) financial management and financial reporting processes;
• the effectiveness and adequacy of DND/CAF risk management, internal controls, governance and accountability processes;
• compliance with governmental legislation, regulations and policies, and program effectiveness; and
• performance measurement.
The objective of this process is to staff one position at the EX-03 group and level in Ottawa on an indeterminate basis.
Following the process, should a pool of qualified candidates be established, it could also be used to staff similar positions with various tenures and security requirements within DND as well as other government departments within the core administration, with the approval of the delegated manager and in consultation with Executive Services.

EDUCATION (MANDATORY):
ED01 : Graduation with a degree from a recognized post-secondary institution in a field relevant to the position.
EXPERIENCE (MANDATORY):
EX01: Experience in providing leadership in, and in the management of, one or more of the following areas: audit and program evaluation, risk management and fraud investigations.
EX02: Significant (1) experience in dealing with sensitive issues, conducting complex (2) negotiations and providing advice to senior officials (3).
EX03: Significant (1) experience establishing and maintaining strategic partnerships with multiple internal and external stakeholders.
EX04: Significant (1) experience in managing human resources (4).
NOTES:
(1) Significant is defined as depth and breadth of experience associated with having performed a broad range of various and complex related activities which are normally acquired over a period of at least two (2) consecutive years (within the Executive group (EX) or equivalent in the private sector); and the performance of those duties within the last five (5) years.
(2) Complex is defined as multi-dimensional, involving many stakeholders with competing requirements and with inherent and emerging risks, sensitivities and impacts requiring a holistic approach to decision-making.
(3) Senior includes Assistant Deputy Minister/Vice-President/Governing Body and above, or equivalent.
(4) Managing human resources is defined as the supervision of employees which includes: assigning work, managing and assessing performance, developing and implementing training and staffing plans.

CONDITIONS OF EMPLOYMENT
Security is not a factor used at the initial screening stage, as the Department is responsible for the security clearance process.

In order to manage the number of applications in this selection process, random selection may be used at any time during the process to identify which applicants will be further considered.
TOP DOWN APPROACH
Selection decisions may be based on the level, breadth or degree of qualifications achieved in one or more qualifications; for example, preference may be given to the candidate that has scored highest on a specific qualification or combination of qualifications.
A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking applicants may be invited to the next phase of assessment. Asset (desirable) criteria and/or organizational needs may also be applied at the screening stage.
