Duties

Organizational Design and Job Descriptions Evaluation align structures with the mission and objectives of the organization. Specialists in job descriptions evaluation in this area analyze functions and workloads; determine the best skills mix (occupational groups, levels, and numbers of positions); and develop effective organizational structures. Organizational Design and Job Descriptions Evaluation Advisors analyze the duties assigned to positions against standards established by the Treasury Board to determine the value of jobs, in order to control the government of Canada’s wage bill and ensure employees are compensated appropriately for their work. These Human Resources Advisors conduct a broad range of activities including updating job descriptions, chairing job descriptions evaluation committees, participating in grievance committees and leading organizational design exercises of a new team.

Intent of the process

A pool of partially qualified candidates (with the exception of the Second Language Evaluation and security clearance) will be established to staff positions in organizational design and job descriptions evaluation in various federal organizations within the Government of Canada. This process could be used to staff similar positions with different status, language profiles and levels and various level of security.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or any other field relevant to the work to be performed.

Candidates with foreign credentials will need to get their diplomas, certificates and/or degrees assessed against Canadian education standards. The Canadian Information Centre for International Credentials assists individuals by referring them to the appropriate organizations.

Degree equivalency

EXPERIENCE
Experience in providing organizational design and / or job descriptions evaluation services to clients.
Experience in conducting research and analyses and developing options for organizational design issues or job descriptions evaluation.

ASSET QUALIFICATIONS
Experience in working in one or various Human Resources disciplines.
Experience in participating in project teams, working groups and /or committees.
Experience in organizational design or in job descriptions evaluation within the municipal or provincial government areas or in private companies.

Conditions of employment

Various security levels depending on the hiring organization: Reliability, Secret or Top Secret.

For the Communications Security Establishment (CSE):
Canadian citizens who qualify for a Top Secret security clearance; conforming to CSE’s standards (Security Requirements: Candidates must have no criminal record. The screening process involves a security interview, a polygraph test, a psychological assessment, and a background investigation covering a minimum of your last 10 years history, including credit and financial verifications. Ongoing substance abuse is a factor to be assessed as part of your screening process).
