Duties

The EL 07 Maintenance Section Head position is a technical expert and Maintenance Section Head for Campus Pacific comprised of Naval Fleet School – Pacific (NFS(P)) and Naval Training Development Center – Pacific (NTDC(P)) - Campus Support Division (CSD). It is responsible for performing and supervising maintenance management and material Life Cycle management tasks for marine, combat, information, and simulation systems in the Royal Canadian Navy’s Pacific Campus. This position is supported by and supervises a headquarters of two EL06s, several maintenance sections, and a diverse workforce of approximately 30 people comprised of EL06s and below civilians as well as military staff.

The EL 06 Trainer Support, and EL 06 Footprint Manager positions provide technical and maintenance expertise for Campus Pacific. These positions support the EL07 by providing coordination of the civilian and military maintenance staff as well as external maintenance organisations at the sections disposal. Together this team provides engineering and maintenance support for procurement, installation, design, modification, in-service support and technical data of electrical, mechanical electronic, and simulation equipment, systems, and installations within buildings and facilities operated by the Department of National Defence, Royal Canadian Navy’s Pacific Campus.

Work environment

The Department of National Defence (DND) and the Canadian Armed Forces (CAF) work together to fulfill the Government of Canada’s mission to defend Canadian interests and values, and to contribute to international peace and security. DND is the largest federal government department in Canada and is part of the Public Service of Canada. Internally, DND and the CAF are collectively termed the Defence Team and civilians make up close to 25 per cent of the organization. As public servants and members of the Defence Team, civilians work side-by-side with CAF personnel for the defence of Canada and Canada’s contribution to international security and stability efforts.

Civilians are a vital part of enabling the Department’s mandate and objectives, and occupy more than 100 types of occupation classifications supporting the CAF in serving Canada’s interests with distinction, both at home and abroad - more than 65 per cent of the DND civilian population working outside the National Capital Region in a variety of capacities.

The success of the Defence Team relationship stems from the concepts of fairness and mutual respect. Among the crucial roles that civilians play within the three environments of the CAF , roles such as accountants, administrative support officers, auditors, business specialists, defence scientists, economists, engineers, human resources professionals, information systems specialists, policy researchers, procurement officers, public relations professionals, real property administrators, and university professors form the largest groups of civilians working as part of the Defence Team.

Completion of an acceptable training program in electronics technology OR the employer-approved alternative*.

*An acceptable combination of education (Grade 10), training (training program in electronics technology involves the completion of two to three years of post-secondary study in this subject.) OR QL5/RQLS in an electrical/electronic trade or equivalent AND experience (depth and breadth of experience normally associated with the performance of those duties related to the position for a period of at least 2 years within the last 5 years).

*Acceptable experience providing support and assistance to management and employees regarding the application and compliance with technical aspects of safety and environmental policies.

*Acceptable is defined as the depth and breadth of experience normally associated with the performance of those duties for a period of at least 1 year within the last 5 years.

Experience (Stream 2):
*Acceptable experience in providing advice and guidance to various stakeholders in three(3) of the following areas: technical maintenance, equipment lifecycles, resource management or the status of technical projects.

*Acceptable experience participating or assisting with technical investigations as they relate to incidents and/or equipment failures, or determining the requirements of complex technical installations.

**Acceptable experience providing support and assistance to management and employees regarding the application and compliance with technical aspects of safety and environmental policies.

Experience managing or supervising personnel.

Experience using the Defence Resources Management Information System (DRMIS).
