Work environment

The Advanced Analytics Laboratory provides the Department with the skills and expertise to develop solutions using leading-edge tools to transform its operations and contribute to the Government's objectives of improving its capacity for innovation and providing Canadians with intelligent and effective tools while contributing to the development of the public good.
The laboratory uses both automatic learning and advanced analysis tools including deep learning to support the Department's mandate and priorities (faster and more effective screening, evidence-based decision-making and improved client service) while increasing performance and enhancing public safety.
Supervising a team of specialized analysts, the Deputy Director will ensure the smooth running of day-to-day activities while supporting the Director in his efforts to develop and implement the laboratory. He will also ensure the development and maintenance of relationships with all internal and external stakeholders. He will also ensure that staff are up to date with the latest developments in the field of analytics, machine learning and artificial intelligence.

Intent of the process

The immediate need is to staff 1 position on an indeterminate basis. Candidates at level may be considered first. A pool of partially or fully qualified candidates may be established through this process to staff similar positions at an identical or equivalent group and level within the Department of Immigration, Refugees and Citizenship Canada in Ottawa (Ontario), with various tenures (indeterminate, specified period, deployment, acting, assignment, secondment), with the official language proficiency Bilingual Imperative CBC/CBC, and various security profiles (such as Reliability, Secret), which may vary according to the position being staffed.

EDUCATION
ED1) Graduation with a master’s degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note: Applicants must always have a university degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a master’s program in the required specialization.The following courses in other programs are considered acceptable specialization:
- Mathematics
- Computer science
- Data science / data analysis
- Demography / population studies
- Physics

Degree equivalency

EXPERIENCE
EX1) More than three (3) cumulative years of experience in large-scale* data management, validation, cleaning and categorization, database development, data mining and data analysis, including recent ** experience with tools such as Python, R, SAS or SQL.
EX2) More than three (3) years of recent** experience in statistical modeling or machine learning using tools such as Python, SPSS, Rapid Miner, R, C, Java, etc.
EX3) More than three (3) years of recent **experience in conducting research and analysis to produce reports summarizing empirical results.
EX4) More than five (5) years of experience writing notes and presentations to various groups including senior management.
EX5) More than five (5) years experience as a manager or team leader.
EX6) More than three (3) years of recent** experience leading intradepartmental or interdepartmental multidisciplinary teams.

*Large scale is based on a large number of data records (thousands and more).
**Recent is defined as experience acquired over the last five (5) years.

EDUCATION

EDU2) University level courses in one of the following fields:
- Data mining
- Data warehouse
- Business intelligence and data visualizations

Degree equivalency

CERTIFICATION
C1) Certification in a relevant field:
- Certified Analytics Professional (CAP)
- Certified Cloudera Professional: Data Scientist (CCP: DS)
- EMC: Data Science Associate (EMCSDA)
- DASCA : SDS – PDS
