What will you do?
As a Senior Director, you will have the responsibility to manage a large portfolio or program of work in the delivery of PSPC property and infrastructure services in one of the largest real estate portfolios in Canada, which includes key national institutions such as Parliament and the Supreme Court, accommodations for over 100 federal departments and agencies, and critical public infrastructure. You will play a central role in working with federal partners and in identifying and implementing innovative solutions to meet their demands for real property, and you will play a key role in managing relationships with stakeholders such as other levels of government, indigenous groups and industry.

This is a collective process for the Real Property Services Branch and the Parliamentary Precinct Branch. A pool of qualified candidates will be established through this process to staff various EX-02 positions within Public Services and Procurement Canada (PSPC) across Canada. These positions may be of different tenures.

EDUCATION:
Ed. Graduation with a bachelor’s degree or a master’s degree from a recognized post-secondary institution* or an acceptable combination of education**, training and/or experience in a field relevant to the position.
*Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs. It is the candidate's responsibility to demonstrate that the degree/program held has been approved by a "recognized" Canadian university. Failure to do so will result in the rejection of your application.
**An acceptable education would be a two year full-time accredited college diploma in a field related to real property.
EXPERIENCE:
E1. Significant (1*) experience managing large complex (2*) real property projects or in the delivery of a diverse program (3*) of real property services.
E2. Significant (1*) experience in establishing and maintaining strategic partnerships with a variety of stakeholders such as, federal government departments and agencies, other levels of government, internal service lines, or private sector organizations.
E3. Recent (4*) and significant (1*) experience in providing strategic advice and recommendations to senior management (Assistant Deputy Minister and above, or equivalent executive in the private sector) on complex issues (5*).
E4. Significant (1*) experience in managing human (6*) and financial (7*) resources.
Definitions:
(1*) "Significant" is defined as having the depth and breadth of the experience normally associated with having performed a broad range of various, complex related activities over a period of at least two (2) years in the same role.
(2*) ‘’Large complex’’ is defined as an innovative, high risk and high dollar value project or portfolio.
(3*) ''Diverse program of real property services'' is defined as experience in two (2) or more real property services, examples: acquisition, disposal, architectural & engineering services, project management, property management, etc.
(4*) "Recent experience" is defined as experience acquired in the last five (5) years.
(5*) ‘’Complex issues’’ are issues with at least two (2) of the following characteristics: significant business risks and impacts, multidimensional, sensitive, affecting many partners or stakeholders, precedent setting or significant public profile. Candidates need to clearly demonstrate the complexity of the issues they dealt with.
(6*) Human resources management: Applicants must show evidence of managing staff, assigning work, managing and assessing performance, implementing training and staffing plans. Applicants must indicates the number of employees they supervised directly.
(7*) Financial resources management: Applicants must show evidence of being accountable for a budget. This experience is defined as being responsible for forecasting, planning, budget allocation, reporting, etc. Applicants must also indicate the size of the budget they managed.
EDUCATION:

EXPERIENCE:
AE1. Experience in developing construction tendering documentation.
AE2. Experience in setting up leases or purchase agreements.
AE3. Experience in consultation with Indigenous communities.
AE4. Experience in managing the planning activities of major projects, such as Investment Analysis Reports, Business Cases and approval of project documents.
AE5. Experience in project management, design management, contracting processes or portfolio management related to real property projects.
AE6. Experience in engaging central agencies, in areas such policy development, development of new programs, Treasury Board submissions, or innovation at the Government of Canada level.
AE7. Significant (1*) experience in non-residential real property acquisitions, disposals or leases.
AE8. Experience in restoration and modernization of heritage assets.
