At Public Services and Procurement Canada, the Acquisitions Program (AP) provides federal departments and agencies with comprehensive services for acquiring complex and commercial goods and services. The immediate need is to staff six (6) positions on an indeterminate basis. A pool of partially qualified candidates will be established to fill identical or similar positions with various tenures within the Department of Public Services and Procurement Canada.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

ASSET QUALIFICATIONS

EDUCATION (ASSET):

Graduation with a master's degree from a recognized post-secondary institution with specialization in economics or statistics.

EXPERIENCE (ASSET):

AE1: Experience in project management.
AE2: Experience in applying “Lean” or “Agile” management approaches or process re-engineering, process mapping or similar methodologies.
AE3: Experience in negotiating and building partnerships and agreements (e.g. Memorandum of understanding) with stakeholders (e.g. internal or external to government: interdepartmental relations, Federal-Provincial-Territorial relations, non-governmental organizations, private sector or industry).

PBMS DIRECTORATES MANDATES:

1. BUSINESS ANALYTICS SERVICES DIRECTORATE (BASD)

The Procurement Statistics Division supports strategic policy, program policy and operational requirements by providing data and information to clients. It also supports the production of Order Paper Questions, Access to Information and Privacy requests. This division manages multiple databases, such as the Procurement Spend Cube and Acquisition Information System (AIS). To conduct its work, this division also manages large statistical systems and uses SQL and other similar systems and business intelligence tools.

The Procurement Economics Division conducts various market intelligence studies (by profiling industries and commodities, analyzing macro-trends), multiple socio-economic analytics (by measuring progress for SMEs, Women and Indigenous business development in federal procurement) and predictive analyses both for procurement policy design and operational support. This division also studies economic impacts of procurement; innovation trends; competitiveness and productivity; and green procurement. To conduct its studies it performs research, designs surveys and uses quantitative techniques such as econometrics, optimization methods and data mining.

The Strategic Relations Division leads AP Data Analytics Strategy and supports performance measurement (i.e. Departmental Results Framework, Mandate Tracker, Procurement Modernization and Service Standards). This division is also the liaison office to the Analytics Network and the Federal-Provincial-Territorial Procurement Analytics Working Group. It also ensures communication and dissemination of key procurement data statistics, information and knowledge (such as industry profiles, macro-trend analysis, socio-economic analytics, etc.).

2. PROFESSIONAL DEVELOPMENT AND CHANGE MANAGEMENT DIRECTORATE (PDCMD)

PDCMD supports AP in preparing current and future employees to carry out their respective duties through the provision of training courses, professional development programs, and coordination of learning activities. PDCMD also provides a Human Resources liaison function on behalf of AP, coordinating a large variety of initiatives focused on recognizing and engaging employees, and ensuring full compliance with human resources policies. Employees will be responsible for gathering data from the Human Resources Branch (from the Workforce profiles and from surveys), and analyze and provide recommendations to senior management. Employees will also be a part Human Resources strategic planning by creating frameworks, strategies and action plans to address priorities, as well as reporting on those documents on a quarterly basis.

3. BUSINESS INTEGRATION AND LIAISON DIRECTORATE (BILD)

The Strategic Planning and Internal Governance Division leads the preparation, coordination and analysis of strategic planning and reporting products on behalf of the AP, including departmental products such as the Departmental Plan and Departmental Results Report, the Departmental Results Framework and Performance Information Profiles, the Management Accountability Framework, as well as business plans, environmental scans, and performance management. The Division conducts research and analysis of Government and Departmental strategies, initiatives and priorities; provides guidance to AP Sectors relative to planning and performance reporting and a quality assurance and challenge function on information provided by the Sectors; and provides briefing notes on related matters to the Assistant Deputy Ministers.

The Risk Management and Insurance Advisory Services Division is the centre of expertise for risk and insurance in the procurement process in AP. Our areas of expertise are: risk management; conducting AP Treasury Board Submission risk assessments, managing AP Risk Assessment Framework, and assisting clients in understanding the risk assessment process required for limiting contractor liability. We also interpret the Treasury Board Policy on Decision-Making in Limiting Contractor Liability in Crown Procurement Contracts, we guide procurement staff through the limitation of liability process; we manage insurance clauses used in the Standard Acquisition Clauses and Conditions; and the National Master Standing Offer and Supply Arrangements for Specialized Insurance Consultation, Insurance Broker Services, Claims Adjuster Services, and Insurance and Risk Management, as well as providing guidance on their use.
