To help us determine for which Human Resources (HR) discipline (staffing, classification, labour relations, HR planning and HR programs) you would be best suited for you will be asked several screening questions through the application process. The Department of National Defence (DND) is a department like no other. DND and the Canadian Armed Forces (CAF) are together the largest federal government department, and the only department where military members work alongside civilians. Assistant Deputy Minister (Human Resources – Civilian) is a national Human Resources team providing services to civilian and military clients across Canada.
Candidates working outside the National Capital Region are co-located with local Human Resources personnel in regional offices or at Canadian Armed Forces Bases or Wings.
Candidates located in the National Capital Region will be working at the newly renovated, state-of-the art National Defence Headquarters. Located at 60 Moodie Drive, NDHQ (Carling) is situated on 360 acres in Ottawa’s west end.
We are recruiting seasoned Human Resources (HR) professionals at the Advisor level for current and future needs at our National Defence locations across Canada. The results of this process may be used to create a pool of qualified candidates.
Once National Defence has made their initial appointments, other government departments may use this pool to staff their needs across Canada.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
EXPERIENCE:
EX1. *Extensive experience in providing advice and guidance to management or clients in one or more Human Resources (HR) disciplines.
*Extensive experience is defined as the depth and breadth of experience as well as complexity of tasks that is obtained with the performance of duties for a period of at least three (3) years.

AEX1: *Extensive experience in staffing – hiring and recruitment
AEX2: *Extensive experience in classification – organizational design and job evaluation
AEX3: *Extensive experience in labour relations – grievances, unsatisfactory performance, discipline, etc.
AEX4: Experience in HR Planning – developing future oriented HR plans
AEX5: *Extensive experience in HR Programs – employment equity, diversity & inclusion or community management programs such as, but not limited to, performance management, onboarding, and employee development.
AEX6: Experience analyzing quantitative and qualitative data in order to establish way forward (product could include Action Plan, Project Plan, Human Resources Plan, or other relevant documents)
AEX7: Experience in applying legislation and policies related to labour relations
AEX8: Experience working with union representatives in order to resolve issues
AEX9: Experience conducting organizational design projects, including options analyses
AEX10: Classification Accreditation from the Federal Public Service (provide TBS OC number)
