Intent of the process

The immediate need is to staff three permanent full time positions.

A pool of candidates may be established inclusive of Public Service (PS) employees and Civilian Members (CM); and may be used to staff similar positions within the RCMP on an indeterminate or specified period (including deployment, term, or assignment/secondment) basis, with various tenures, various security profiles and various language requirements.

Should a Civilian Member be found qualified and selected for appointment, the appointment will not result in a change of status to another category for the member.

Education
A secondary school diploma or an acceptable combination of education, training or experience.

* An acceptable combination of education, training or experience includes (but is not limited to):
• Experience in a field related to project management or real property.
• Experience in other related fields, such as construction management.
• Training/certification in property, construction or project management (e.g. BOMI, PMP, Prince II).
• Educational credentials such as certificates or diplomas in relevant fields (e.g. Architectural or engineering drafting).

Degree equivalency

Experience:
1. Recent* and significant** experience managing real property projects ranging in at least one of the following values:
• Up to $1 million
• Between $1 million and $10 million
• Over $10 million

2. Recent* and significant** experience participating in a multi-disciplinary project team of public and private sector resources for the delivery of capital construction projects.

3. Experience in the development, coordination and evaluation of consulting services contracts and other contracts related to project delivery.

4. Experience in reviewing construction drawings and technical specifications for complex office, special purpose space accommodation or lease hold improvements such as site plans, building plans, floor plans, furniture plans.

*Recent is defined as the experience attained within approximately the last five (5) years.

**Significant is defined as the depth and breadth of experience normally associated with the execution of a diverse range of complex activities that are normally acquired over a period of approximately three (3) years.

Graduation with a degree or Diploma or Certificate from a recognized post-secondary institution with an acceptable specialization in a field related to the duties of the position (such as building construction, or Engineering, or Architecture or Space Design), or an acceptable combination of education, training or experience.

1. Experience in using Computer Aided Design (CAD) system to prepare or revise floor plans and develop accommodation options for clients.
2. Experience working on accommodation projects within a public sector environment.
3. Experience in the determination of project requirements and preparation of needs analysis.

Operational Requirements:
1. Must be willing and able to work occasional overtime often on short notice;
2. Must be willing and able to travel frequently during and after work hours via various modes of transportation (including commercial and light aircraft), up to and including remote locations.

Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Practical and/or standardized tests may be administered for screening and/or assessment purposes.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.
