The Courts Administration Service (CAS) is a distinctive organization in the Government of Canada that serves to support access to justice nationwide, and facilitate coordination and support among the four courts; serving the Federal Court of Appeal, the Federal Court, the Court Martial Appeal Court and the Tax Court of Canada.

The Information and Technology Services Division provides a full range of Information Management and Information Technology services to our clients including the four courts and the Courts Administration Service staff who support the courts. CAS is an optional Shared Services Canada client and as such operate an independent IT infrastructure to deliver the applications and services required by our clients.

Intent of the process

A pool of candidates may be created to staff similar or identical positions with various tenure, various linguistic profiles and security requirements within the Courts Administration Service.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed OR an acceptable combination of education, training and experience.

Degree equivalency

ALL STREAMS:
Experience analyzing requirements and providing technical advices, guidance and recommendations on issues of various complexity to Management* and clients.

Recent** experience providing technical solutions to business stakeholders.

Recent** experience as a member or leader of a cross functional and multidisciplinary team during implementation of IM-IT systems.

Experience writing technical documentation (ex: standard operating procedures, build instructions, etc.).

Definitions:
(*) Management is defined as the level of Manager or higher.
(**) Recent experience is defined as experience acquired within the last five (5) years.

STREAM 1, IM-IT Projects:
Significant* experience collecting and analyzing client needs and user requirements to provide solutions to business stakeholders.

Definition:
(*) Significant experience is defined as a depth and breadth of experience associated with full time performance of the duties of the criteria for a minimum of three (3) years.

STREAM 2, Business Solutions:
Experience in writing user and system documentation for technical solutions such as feasibility studies, options analysis, instructions for maintenance/support issues, or user training, etc.

Experience in analyzing, designing, architecting, implementing, testing and supporting computer system or software applications.

STREAM 3, Infrastructure and Network:
Recent* experience with Windows server management (ex: administrating Microsoft Active Directory).

Recent* Experience deploying, configuring and supporting Windows devices (ex: Windows 7, Windows 10).

Definition:
(*) Recent experience is defined as experience acquired in the last five (5) years.

STREAM 4, IM-IT Security:
Experience in providing recommendations to Management and clients on IT security initiatives for increasing productivity and reducing costs and risks.

STREAM 5, Client Services:
Experience providing client services.

ALL STREAMS:
Graduation with a degree from a recognized post-secondary institution in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Degree equivalency

Ability to apply current trends, methodologies, standards, best practices, tools and products in an IM-IT environment.

Experience in coordinating and allocating the workload of the project team.

Experience working in a judicial or quasi-judicial* environment.

Definition:
(*) Judicial or quasi-judicial environment means a Federal Board, Commission, Tribunal or Court (Federal, Provincial or Municipal).

STREAM 1:
Experience analyzing, documenting, presenting and explaining IM-IT solutions to various technical teams or Management.

Experience in writing Business cases, charters and project plans.

Valid Project management Professional (PMP) certificate from PMI or Prince2.

STREAM 2:
Experience gathering functional and non-functional requirements in an IM-IT environment.

STREAM 3:
Experience with Microsoft System Center Configuration Manager (SCCM).

Experience creating, configuring and deploying application packages and patches (patch management) to workstations and servers.

Experience with PowerShell or other scripting languages (ex: python, bash).

Experience installing, configuring and administrating VMWare infrastructure (ESXi, VSphere, vCenter).

Experience with the operation of VMWare vSAN.

Experience with the configuration and administration of Microsoft Exchange Server and Outlook.

Experience with backup and restore systems (ex: CommVault).

Experience with IT network infrastructure (LAN, WAN).

Experience with switching and routing equipment (ex: Cisco, Juniper and Brocade).

Experience with network performance monitoring (ex: Netflow, J-Flow, etc. SNMP, etc.) using commercial solutions (ex: IPSwitch, WhatsUpGold).

STREAM 4:
Experience conducting threat/risk assessment studies or compliance monitoring and reporting activities related to IT security.

Experience installing, configuring and supporting IT security systems, such as firewalls, NAC, SIEM, Anti-virus.

Certified Information Security Systems Professional (CISSP) or other IT Security certifications or training.

STREAM 5:
Experience taking a leadership role in a Service Desk team.

Experience in troubleshooting hardware and software issues.

Experience leading project teams in the planning, implementation, integration and operational support and maintenance of IT infrastructure.

Experience taking a leadership role in a Telecommunication and Video Conference team.

Experience conducting cost-benefit analysis, preparing reports and developing user manuals.

Experience consulting with vendors to discuss new products and upgrades.
