ANTICIPATORY PROCESS - A pool of fully qualified candidates may be established through this process to staff identical or similar positions at Natural Resources Canada at the AS-02 group and level with various tenures (determinate period or indeterminate), various linguistic requirements (English Essential, French Essential, English or French Essential and Bilingual imperative) and profile(s) (BBB/BBB, CBC/CBC, CCC/CCC, etc.), various security requirements (i.e. Reliability, Secret, Top Secret), various conditions of employment and for various locations.

EDUCATION: All streams:
A secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE - All streams:
Experience in providing advice and guidance to management.
Experience in preparing briefing material, reports and delivering presentations.
Experience in researching, interpreting and analyzing information from a variety of sources, and identifying impacts on security or information security.
Experience in communicating with partners or stakeholders from internal teams, branches and units within the organization.

KNOWLEDGE - All Streams
Knowledge of Natural Resources Canada’s mandate and priorities.
Knowledge of Treasury Board policies, standards and directives related to Policy on Government Security (PGS).

ABILITIES - All streams:
Ability to work independently and in a team.
Ability to organize workload to meet objectives and deadlines.

ASSET QUALIFICATIONS - EXPERIENCE:

STREAM 1 – Security Operations Officer:
Experience in supporting security team leads and managers with liaison and/or participation on working groups and special project teams related to physical security (e.g. determining the proper security zoning).
Experience in recommending and coordinating the application and use of physical security protective systems and equipment to effectively deter, detect, delay and respond to any type of physical or personal security threat.
Experience working with security in contracting documentation including Security Requirements Check Lists.
Experience working with access control methods.

STREAM 2 – Personnel Security Officer:
Experience in coordinating and distributing the work of a team.
Experience working in a field or environment related to operational and/or corporate security such as (personnel security, personnel security clearance, requests for security investigations).
Experience in managing and safeguarding personal information.

STREAM 3 – Investigations Officer:
Experience in analyzing and preparing reports and providing recommendations.
Experience in conducting investigations and subject interviews related to security.
Experience providing advice and guidance to management.

ASSET QUALIFICATIONS - KNOWLEDGE

STREAM 1 – Security Operations Officer:
Knowledge of the TBS Directive on Departmental Security Management.
Knowledge of the TBS Operational Security Standard on Physical Security.

STREAM 2 – Personnel Security Officer:
Knowledge of the TBS Standard on Security Screening.

Stream 3 – Investigations Officer:
Knowledge of procedural fairness and the application of natural law principles.
Knowledge of an administrative investigation program and subject interview techniques.

Conditions of employment
