1 -SCREENING QUESTIONS/ TEXT QUESTIONS
Applicants must clearly demonstrate how they meet the Essential Education and Experience factors.
You must provide clear and specific examples and provide sufficient information in your response to the screening questions to allow the selection committee to assess the depth and breadth of experience against the sought after qualifications. For essential experience factors, this information must be provided using the STAR model which is described below.
You must meet all essential qualifications in order to be appointed to the position.
As well, applicants must indicate through the online screening tool which Asset Education and Experience factors they meet. This information will be verified at a later date.

Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) continues to renew the nation-to-nation, Inuit-Crown, government-to-government relationship between Canada and First Nations, Inuit and Métis; modernize Government of Canada structures to enable Indigenous peoples to build capacity and support their vision of self-determination; and lead the Government of Canada's work in the North. This is a generic and collective process. A pool of fully or partially qualified candidates may be established through this process to staff various Senior Program Manager and Senior Consultation Advisor (PM-06) positions with Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) . Results of this process may be used by other organizations within the Federal Public Service.
Pool could be used for acting appointments under exceptional circumstances to protect employee’s indeterminate status.

IMPORTANT NOTE: Candidates must complete the mandatory screening questions for the Essential Education and Experience qualifications. For the Experience factors, candidates must clearly demonstrate how they meet each factor (maximum 1000 words each) using the STAR MODEL

EDUCATION:
•Graduation with a degree from a recognized post-secondary institution with an acceptable specialization relevant to the work to be performed or an acceptable combination* of education, training and experience.
Acceptable combination* is defined as:
*The successful completion of two years post-secondary education in a field relevant to the work to be performed and three (3) years experience in a management position.
*The successful completion of a secondary school diploma and experience working in a municipal, provincial, Federal or Indigenous government and recent** and significant* experience in managing human and financial resources.
EXPERIENCE:
•Experience in providing strategic advice and recommendations to senior management on program issues.
•Experience in planning and leading a project or initiative
•Experience in networking and consulting with various internal or external stakeholders.
•Experience in leading a team.
•Experience working with First Nation communities or Indigenous organizations.
•Recent** and significant* experience managing service or program delivery in a constantly changing/evolving environment.
*Significant is defined as the depth and breadth of experience normally associated with full-time performance of duties for a minimum of two (2) years.
**Recent is defined as experience acquired in the last five (5) years.

EDUCATION:
•An accounting designation
•A law degree
EXPERIENCE:
•Experience working in a municipal, provincial, or Indigenous government.
•Recent** and significant* experience in managing human and financial resources.
•Recent** and significant* experience in developing, implementing and delivering government grants and contributions programs or initiatives.
•Experience interpreting fiscal policy.
*Experience in managing litigation and assessing the implications of litigation involving the federal Crown.
*Experience in personally conducting, or managing or coordinating research related to Indigenous issues.
*Significant is defined as the depth and breadth of experience normally associated with full-time performance of duties for a minimum of two (2) years.
**Recent is defined as experience acquired in the last five (5) years.
KNOWLEDGE:
•Knowledge of the Indigenous issues in BC and Canada.
•Knowledge of federal legislation and programs dealing with Indigenous issues.
•Knowledge of the strategic direction of ISC
•Knowledge of performance management principles and practices, performance measurement techniques and evaluations.
•Knowledge of Land Management processes (leases, surveys, etc) and regulations (e.g. First Nations Land Management Act).
•Knowledge of the management and administration of grants and contributions.
•Knowledge of the Financial Administration Act and the Treasury Board Transfer Payment policy suite and other acts, policies and directives relevant to financial management and transfer payment management including ISC’s management control framework.
•Knowledge of accounting practices, processes and procedures.
•Knowledge of comptrollership.
OPERATIONAL REQUIREMENTS:
One or more of the following conditions may be required depending on the position being staffed:
•Willing and able to travel for work requirements (including travel to remote locations and after hours and/or weekends).
•Willingness to travel in extreme weather conditions to remote communities by small aircraft, over open water in small boats and by snowmobile.
•Willing and able to work overtime, as required.
•Willingness to relocate to Vancouver.
•Possession of valid driver’s licence or personal mobility to the degree normally associated with possession of a valid driver’s licence with the limits of Treasury Board’s Travel Policy.
•Secret or Reliability security clearance - depending on the position to be staffed

ASSESSMENT:
•An interview will be administered.
•A written examination may be administered.
•Recent and past performance evaluations as well as talent management placements may be used as part of the assessment.
•Various assessment tools may be used.
•Candidates must meet the essential qualifications to be appointed to a position.
•The essential qualifications that are listed in the statement of merit criteria are mandatory. A pass mark will be established for each. Applicants must meet each essential qualification to be appointed to the position. An applicant may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.

•Reference checks will be sought.
•Those selected for an interview should be prepared to provide the names of their referees (2 supervisors, 2 peers, 2 subordinates or members of teams you have led). Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
