Accountable for the (but not limited to): development/upgrade/ maintenance of related information and technology infrastructure services, systems and applications for the processing and control of non-insured health benefits to First Nations and Inuit peoples; the management of one of the largest federal service contracts and on-going contractual arrangements for the day to day processing of Non-Insured Health Benefits Program claims requisite to pharmaceuticals, dental and medical supplies and equipment health benefits; the management of the NIHB claims payment processes of $772 M annually and the exercise of financial signing authority under Section 34 of the FAA to authorize payments and charge appropriate regional budgets; development and implementation of the Division’s review and monitoring functions; provision of functional advice and guidance to departmental managers/staff and the provision of strategic investment, project and program advice to the Director General, Assistant Deputy Minister, Deputy Minister and other senior departmental/interdepartmental officials in support of the health objectives and priorities of the Government of Canada, the non-insured health benefits objectives of the Department, Branch and Directorate.
The intent is to staff the position of Executive Director, Operational Services and Systems.
The process may be used to staff similar positions with Indigenous Services Canada and Crown-Indigenous Relations and Northern Affairs Canada with various language requirements and profiles.
All federal organizations listed in the Schedules I, IV and V of the Financial Administration Act (FAA) may use this selection process to staff similar positions in their organization.

Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.
EXPERIENCE
Experience in managing human and financial resources.
Significant* experience in resolving complex operational issues in a strategic manner in support of the implementation national policies.
Experience in establishing and maintaining cooperative working relationships with a broad range of departmental representatives and aboriginal organizations.
Experience in leading complex and sensitive negotiations with private sector service providers.
Experience in providing briefing to senior level officials on complex policy and technical issues.
*Significant is defined as: Depth and breadth of experience normally associated with having performed a broad range of complex activities related to these tasks, which are normally acquired over at least three (3) years.
EDUCATION
Graduation with a degree from a recognized post-secondary institution with a specialization in public administration, business management, health administration or economic.
EXPERIENCE
Experience in negotiating and managing large service contracts.
Experience in managing a health benefits plan.
Experience in leading the development of Treasury Board submissions and other Cabinet documents.

Knowledge of federal, provincial and territorial roles, responsibilities and key challenges pertaining to First Nations and Inuit health services.
