Duties

The Director, Pharmacy Program Policy is accountable for the development, management and oversight of the Non-Insured Health Benefits Program publicly funded drug plan that directly affects the health of eligible First Nations and Inuit.

Intent of the process

The intent is to staff the position of Director, Pharmacy Program Policy.

The process may be used to staff similar positions with Indigenous Services Canada and Crown-Indigenous Relations and Northern Affairs Canada with various language requirements and profiles.

All federal organizations listed in the Schedules I, IV and V of the Financial Administration Act (FAA) may use this selection process to staff similar positions in their organization.

Graduation with a degree in Pharmacy from a recognized post-secondary institution.

Degree equivalency

Hold a valid pharmacist license and be in good standing with a Canadian Provincial or Territorial Regulatory Body.

EXPERIENCE

Experience in managing human and financial resources.

Experience in managing the development and implementation of pharmaceutical policy frameworks, policies and services in a supplemental health benefits environment.

Recent* and significant* experience in providing strategic advice and recommendations to senior management (at the DG level and above) on complex clinical cases and operational issues.

Recent* and significant* experience in maintaining effective partnerships and representing departmental interest with:

A) Internal and external stakeholders, including Indigenous groups such Assembly of First Nations, the Inuit Tapiri Kanatami and provincial territorial organizations representing First Nations and Inuit.

AND

B) Health care provider associations, regulatory bodies, and private sector service providers.

NOTE (*):

Recent is defined as experience acquired over the last five (5) years.

Significant is understood to mean the depth and breadth of experience normally associated with having performed a broad range of various complex related activities for a minimum of two (2) years.

KNOWLEDGE

Knowledge of the delivery of pharmaceutical care in Canada and the role of the Government of Canada in the delivery of this care to certain populations.

Knowledge of professional standards of practice such as the code of ethics, laws and regulations governing the practice of pharmacy across Canada.

Knowledge of current issues affecting pharmaceutical care to First Nations and Inuit, and the broader Canadian healthcare system.
