Intent of the process

This is an anticipatory process and the intent is to establish a pool of partially qualified candidates to staff various positions within Public Services and Procurement Canada with a linguistic profile of bilingual imperative CBC/CBC.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION :

- Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed or an acceptable combination of education, training and/or experience.

Note: Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

Degree equivalency

EXPERIENCES:

EXP1 – Recent and significant* experience in the provision of strategic advice and recommendations to senior executives.

EXP2 – Recent and significant* experience in providing strategic direction and leadership in the development and implementation of IT and/or IM projects, programs, services or solutions in support of business objectives.

EXP3 – Experience in establishing and maintaining relationships and partnerships with internal ** and external*** stakeholders.

EXP4 – Experience in managing human****and financial resources*****.

* Recent and significant experience refers to the depth and breadth of experience normally acquired over a period of at least two (2) years in the past five (5) years.

**Internal stakeholders are those within your own federal or provincial or non-government organization.

***External stakeholders are those outside your own federal or provincial departments or non-governmental organizations.

****Human Resources Management: Applicants must clearly demonstrate that they have managed human resources. Some examples of managing human resources may include: assigning work, managing performance, developing resourcing plans, determining needs and approving training, etc. Applicants must indicate the number of staff they supervised and the duration.

***** Financial Resources: Applicants must show evidence of managing and being accountable for a budget (direct and indirect). Some examples of managing financial resources may include: full delegation for a budget, forecasting and planning budget allocation, reporting, management of contractors, cost/resource estimates or recovery etc. Applicants must also indicate the size for their budget they manage directly or indirectly.

ASSET EDUCATION:

AE1 - Degree from a recognized post-secondary institution in computer science, engineering, information technology/management, business administration or any other field related to the positions to be staffed.

ASSET CERTIFICATIONS:

ACE1 – Information Technology Infrastructure Library (ITIL) Certification.

ACE2 – Project Management Professional (PMP) Certification or Prince 2.

ASSET EXPERIENCES:

AE1 – Experience working and negotiating with vendors and managing service levels.

AE2 – Experience with managing change to achieve transformational objectives related to the delivery of programs and services.

AE3 – Experience in leading business intelligence and analytics related projects.

AE4 – Experience in implementing Agile frameworks in the delivery of IM-IT solutions.

AE5 - Experience managing project teams in a matrixed environment.

AE6 - Experience defining costs, timelines, and business value for an IM/IT service proposal or business case to address a business requirement.

AE7 – Experience in managing multiple and conflicting priorities in an IM/IT environment.
