Intent of the process

A pool of partially or fully qualified candidates may be established through this process to staff future positions with various tenures (indeterminate, determinate, deployment, acting, and assignment/secondment) with similar requirements, various language requirements and profiles and various security requirements, which may vary according to the position being staffed.

Results of this staffing process may be used for similar positions in the Agency and other departments and agencies in the federal government.

ESSENTIAL QUALIFICATIONS

EDUCATION:
Stream 1: Post-secondary education in a field related to the duties of the positions (ex: economics, social sciences, law, commerce, finance, sciences, or conflict resolution) or an acceptable combination of education, training and/or experience.

Streams 2 and 3: Bachelor degree from a recognized university in a field related to the duties of the positions (ex: economics, social sciences, law, commerce, finance or sciences) or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
All Streams: Experience in conducting analyses, summarizing documents, and preparing related reports or studies in an academic or work environment.

Stream 1: Experience conducting facilitations or mediations.

Streams 2 and 3: Experience in conducting research in an academic or work environment.

KNOWLEDGE:
Streams 1 and 2: Knowledge of the concepts of informal or formal dispute resolution, such as facilitation, mediation, adjudication or arbitration.

Stream 2: Knowledge of the Canadian Transportation Agency's mandate.

COMPETENCIES:
All Streams:

ABILITIES:
All Streams:

ASSET QUALIFICATIONS

Assets qualifications may be a deciding factor in choosing the persons to be appointed. Some assets are unique to a directorate and others are common to the directorates. It is the applicant's responsibility to provide appropriate examples that illustrate how each qualification has been met.

EDUCATION:
Stream1: Bachelor degree from a recognized university with specialization in a field related to the duties of the positions (ex: economics, social sciences, law, commerce, finance, sciences or conflict resolution).

The courses for the specialization must be acceptable and may have been taken at a recognized university, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Stream 1: Completion of a certificate from a recognized training organization in conflict resolution or alternative dispute resolution.

Degree equivalency

EXPERIENCE:
All Streams:
Experience working in a regulatory environment.

Academic or work experience related to the transportation industry.

Stream 2:
Experience writing public decisions on disputes.

Experience in dispute resolution adjudication, analyzing submissions, developing options and making recommendations.

Stream 3:
Experience in law enforcement.

Experience working in a compliance program.

KNOWLEDGE:
All Streams:
Knowledge of the rail industry.

Knowledge of the air industry.

Stream 2: Knowledge of the Canada Transportation Act and related regulations.

ORGANIZATIONAL NEEDS:

OPERATIONAL REQUIREMENTS:

CONDITIONS OF EMPLOYMENT:

Stream 1:
Availability to travel across Canada on an on-going regular basis, including to some transportation industrial facilities.

Must hold a valid driver's license and be willing to drive to remote locations in Canada.

You must provide concrete examples which clearly demonstrate how you meet each factor of the screening criteria (Experience) for all Essential and applicable Asset Qualifications. Failure to do so may result in your application being rejected.

The Asset Qualifications contained in the Statement of Merit Criteria may be used as a screening tool. Candidates must meet all of the essential qualifications to be appointed to a position. A candidate may be appointed to a position even though he/she does not meet any or all of the asset qualifications or operational requirements. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Pass marks will be established for each qualifications. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. Cut-off scores and/or top-down approach may be used at any stage of the staffing process if there are a sufficient number of candidates to meet anticipated staffing needs.

Preference

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
