Reporting to the Director, LES Pension and Insurance, the responsibilities of the Advisor, Locally Engaged Staff Pensions, Insurance and Social Security include the following:
In respect of LES pension and insurance benefits and local social security affiliation,
• Participates and contributes to the development of complex projects including through the management of external consultants, brokers and advisors in support of pension and / or insurance benefits;
• Conducts analysis, formulates policy and position papers pertaining to local market conditions, funding requirements and regulations for purposes of Treasury Board Submissions, regulatory amendments, or other required documentation;
• Provides expert support to the administration unit and local mission management;
• Prepares advice and recommendations to management and stakeholders on strategies and objectives related to benefits design and provider arrangements and assists with the implementation of agreements/mechanisms;
• Investigates significant horizontal files to resolve issues and to develop options for horizontal government priorities, polices, programs and, financial and management practices.
Global Affairs Canada (GAC) manages Canada's diplomatic relations. GAC hires approximately 5,500 Locally Engaged Staff (LES) to perform various administrative and professional duties at Canada’s Embassies and Consulates abroad. Pension and insurance benefits are provided to LES throughout the world through a combination of local social security programs, a worldwide pension plan and local insurance and pension plans.
The mandate of the Locally-Engaged Staff Services Bureau, Pension and Insurance division (HLDP) is to support the delivery of Canada's programs and services around the world. Our services include: developing and maintaining the LES pension and insurance policy framework including the Government of Canada’s participation in local social security programs, developing pension and insurance plans for missions abroad and providing general advice to local mission management in support of local administration of LES pension and insurance benefits.
The immediate need is to staff one (1) indeterminate position with a bilingual imperative CBC/CBC linguistic profile.
A pool of qualified candidates may be established to staff similar positions with various tenures within Global Affairs Canada.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization* in economics, sociology or statistics.
*All applicants must hold a degree. An acceptable specialization must include at least two semester-based courses (or an equivalent of 1 year long course) in one of the following areas; economics, sociology or statistics. These courses do not need to be part of a degree program in economics, sociology or statistics;
The specialization may also be obtained through an acceptable combination of education, training and/or experience defined on the Statement of merit criteria.
EXPERIENCE:
Experience in conducting research, analysis and evaluation of economic, public administration, financial socio-economic or sociological projects;
Experience in serving as a subject matter expert in pension and benefits and/or compensation and conditions of employment pertaining to different legislative and operational markets;
Experience preparing or contributing to reports and briefings for senior management and/or clients.
EDUCATION:
A degree or professional designation in a field related to pension and benefits.
EXPERIENCE:
• Experience managing Locally Engaged Staff abroad.
• Experience in change management relating to a compensation or benefits program.
• Experience in project management.
