Intent of the process

The intent of this process for Stream 2, 6 and 7 is to staff indeterminate bilingual imperative BBB/BBB positions in Gatineau, Quebec.

Streams 1, 3, 4 and 5 are for an anticipatory need.

A pool of qualified candidates may be established from this process which may be used to staff similar positions within Canadian Heritage in the National Capital Region, with various linguistic profiles and/or requirements, various security clearance levels as well as tenures (Term, Acting, Indeterminate, Deployment) according to the position being staffed.

Education :
A degree from a recognized university OR an acceptable combination of education, training and experience.

Degree equivalency

EXPERIENCES (essential qualification) :

FOR ALL STREAMS :
• Significant*** experience in developing and implementing various plans related to one or more of the communications steams (i.e. communications plan, media relations plan, video project proposal, marketing plan, project plan, etc.)
• Significant*** experience in developing communications products*.
• Recent** experience in providing advice and recommendations to clients or senior management.
• Recent** and significant*** experience in leading or participating in projects involving many players.

Stream 2 - Communication Advisor, Multimedia :
• Recent** experience in the coordination and development of multimedia and audiovisual projects during all phases (pre-production, production and post-production).

Stream 3 - Communication Advisor, Social Media :
• Experience in developing social media content for platforms such as Facebook, Twitter, Instagram, etc.
• Experience in monitoring social media engagement and recommending or formulating responses to user questions and feedback.

Stream 4 - Communication Advisor, Web :
• Experience in publishing and / or writing and editing web content.
• Experience in publishing web pages using a web content management system (WCS) or other software.

Stream 5 - Communication Advisor, Media Relations :
• Experience in organizing media events, including news conferences.

Stream 6 - Communication Advisor, Marketing and Advertising :
• Recent** experience in project management related to the planning, development and the implementation of marketing and advertising campaigns.
• Significant*** and recent** experience in working with media suppliers to purchase advertising.
• Significant*** and recent** experience in executing advertising on social media and/or digital platforms.

Stream 7 – Communications Advisor, Ministerial Liaison and Events :
• Experience in planning and delivering ministerial events and/or experience in liaising with ministerial offices on matters related to communications.

Note :
* Products may include, but are not limited to, news releases, backgrounders, media advisories, Questions and Answers (Q’s & A’s), feature stories, pamphlets, brochures, factsheets, websites, media lines, communication plans, videos, audio-visual and multi-media products, speeches, speaking points, sequence of events and social media content.
**Recent means within the past two years.
***Significant experience means candidates will have gained relevant experience through at least three years of key communications responsibilities in his/her position(s).

A degree from a recognized university in Communications, Journalism, or some other specialty relevant to the position.

Degree equivalency

Experiences (asset qualifications) :

Stream 3: Experience in the use of social media management systems (i.e. Hootsuite, Tweetdeck etc.).
Experience in using social media and web analytics tools (i.e. Google Analytics, Hootsuite Analytics, Facebook Insights etc.).

Stream 4: Experience in coding HTML and / or CSS to create web pages.

The following will be applied / assessed at a later date (essential for the job)

Bilingual - Imperative (BBB/BBB)
For the stream 5 only – Communications Advisor, Media Relations : the language requirement is bilingual imperative – CBC/CBC.

Information on language requirements

Knowledge :
• Knowledge of the Department, its structure and its role vis-a-vis target audiences and stakeholders.
• Knowledge of the Government of Canada’s Policy on Communications and Federal Identity and of the rules that guide communications activities.
• Knowledge of the development and delivery of communications activities and products*.

Ability :
• Ability to write communications products* about a variety of topics, using a variety of styles depending on the target audience.
• Ability to communicate effectively orally.

Competencies :
• Demonstrating integrity and respect.
• Thinking things through.
• Working effectively with others.
• Showing initiative and being action-oriented.

The following may be applied / assessed at a later date (may be needed for the job)

Operational Requirements :
• Occasionally work overtime on short notice, during weekends and evenings.
• Occasionally travel outside the National Capital Region for periods extending a few days, and exceptionally over longer periods, as required.

Conditions of employment

Reliability Status security clearance - For the stream 5 – Communications Advisor, Media Relations, the requirement is to have a secret security clearence.
