The Environmental Officer is responsible for the analysis of projects under their responsibility in order to issue recommendations related to Indigenous Engagement and Consultation efforts that may be required. This includes analysis components of potential environmental effects of projects and of potential prejudicial effects on established and/or potential Indigenous Rights. The position holder also carries forward Engagement and Consultation efforts with Indigenous peoples.
We have currently a need to staff a one year term position. A pool of qualified candidates could be created for similar positions with various tenures (temporary, permanent) and locations at Transport Canada, Quebec Region. Should the selected candidate already be a public servant, the pool could also be used for acting appointments.

EDUCATION:
Diploma from a recognized university with an acceptable specialization in environmental science, environmental studies, ecology, biology, chemistry, geology, environmental engineering or any other science field pertaining to the duties of the position.
EXPERIENCE:
• Significant* experience related to consultation, engagement or collaboration with various stakeholders within Indigenous communities, governments and/or various organizations.
• Experience in analysis of issues and in elaborating strategic advice.
* Minimum 1 year of relevant experience.

• Knowledge of Federal Government’s policies and priorities in regards to Indigenous Peoples.
• Knowledge of the ''Updated Guidelines for Federal Officials to Fulfill the Duty to Consult – March 2011.''
• Knowledge of issues impacting Indigenous Peoples in Quebec.

EDUCATION :
Studies with specialization in Indigenous studies.
EXPERIENCES :
• Experience in analyzing environmental effects of projects.
• Significant** experience as project manager in the conduct of environmental compliance audits and environmental site assessments (phase I, II and III), including budget control of these studies.
**Minimum 2 years of pertinent experience obtained within the last 5 years.
