Assessment accommodation

1. All competencies may be assessed throughout the entire process (the answers you will provide to the screening questions, exchanges and emails).

2. Please note there are three (3) streams (categories of positions) with different educational requirements. Streams 1 and 3 are part of Innovation, Science and Economic Development Canada's (ISED) Economics Social Science Services Group (EC) developmental program which progresses initially from EC-02 to EC-04 and completes at the EC-05 level. Please note that stream 2 is not part of the developmental program.

3. Following the closing date of the poster, only the applicants who have answered "yes" to all essential education and experience and provided the necessary information in their application will receive a document asking additional information as well as the exam to be completed by January 21st, 2019.

4. A new style of interviewing will be taking place between February 4th, 2019 and February 11th, 2019. You will have one week to record your interview by video and to submit it to ISED.

Intent of the process

A pool of qualified or partially qualified candidates may be created to staff similar positions with various tenures (indeterminate, deployment, specified period, assignment, secondment), various security requirements and various language profiles. By default and in the interest of the greater public service, pools created as a result of collective staffing processes at ISED will be shared with other government departments.

EDUCATION
Stream 1:
- Graduation by June 30, 2019 with a degree from a recognized post-secondary institution with acceptable specialization* in Economics, Sociology or Statistics.

OR

- Graduation with a degree from a recognized post-secondary institution with acceptable specialization* in Economics, Sociology or Statistics.

* Acceptable specialization is at least one full year course or two half-year courses in in Economics, Sociology or Statistics.

Part A Notes:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Stream 2:
- Library Technician Diploma or Masters in Library Information Science.

Stream 3:
- Graduation with a Master’s degree from a recognized post-secondary institution in economics, sociology, statistics, business/commerce, political science, public policy, mathematics or a related field

EXPERIENCE

Applies to stream 2:
- Experience in using integrated library management systems.
- Experience in procurement / using integrated financial and material systems.

COMPETENCIES
- Knowledge of relevant subject matter, as defined by duties of the position, such as legislation, policies and/or practices – demonstrates an understanding of relevant government legislation, and business, economic, social, legal and policy issues and practices, within the role of Innovation, Science and Economic Development, related departments, other government organizations, and private sector stakeholder/partners

- Adaptability - altering behaviours and/or attitudes, and learning through the application of newly gained knowledge and skill, when faced with new information, a changing situation or environment, to enhance personal and organizational performance

- Analytical Thinking – using a logical reasoning process to break down and work through a situation or problem to arrive at an appropriate outcome / recommendation / decisions, based on fact

* This competency will be assessed at a higher proficiency level for stream 2.

- Research (applicable to stream 1 and 3 only) – ability to acquire greater understanding of a subject under study through the application of research methodologies such as those used in the applied and social sciences or the fields of economics, sociology, law, statistics, or business.

EDUCATION
- Graduation with a Master's degree (OR Juris Doctor) from a recognized post-secondary institution, obtained by June 30, 2019, with acceptable specialization* in Economics, Sociology, Science, Statistics, Business/Commerce, Public Administration, Law or a related field.

*Acceptable specialization is at least one course in Economics, Sociology or Statistics.

Degree equivalency

EXPERIENCE
- At least one year (1) experience in conducting legal research within an academic, work or volunteer environment.
- Experience in document management including organizing sensitive or privileged documents.
- Experience writing and preparing reports/articles/papers in an academic, work or volunteer environment.
- Experience in international affairs such as liaising, negotiating, working with partners, stakeholders or representing an organization/company in international fora.
- Experience working with stakeholders and partners across Federal, Provincial or Territorial governments.
- Experience working with stakeholders and partners in Private sector portfolios.
- Experience in conducting research on issues related to consumer policy.

OPERATIONAL REQUIREMENTS
