Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) continues to renew the nation-to-nation, Inuit-Crown, government-to-government relationship between Canada and First Nations, Inuit and Métis; modernize Government of Canada structures to enable Indigenous peoples to build capacity and support their vision of self-determination; and lead the Government of Canada's work in the North.
Crown-Indigenous Relations and Northern Affairs Canada is looking to hire individuals in a variety of positions:
- Capital and Infrastructure Program Manager
- Child and Family Services Program Manager
- Senior Consultation and Accommodation Advisor
- Transfer Payments Manager
- Negotiator
- Other potential Program Manager positions
CIRNAC is looking for highly skilled individuals who will be responsible for:
- Planning and directing the development, implementation and monitoring of programs and services and leading multi-disciplinary project teams.
- Providing leadership and direction to the overall management of the program.
- Consulting with internal/external partners/ stakeholders and clients on a regular basis.
- Managing human and financial resources.
- (Negotiator only) Leading multi-party negotiations on behalf of Canada on intergovernmental and jurisdictional agreements.

EDUCATION:
- Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in law, political science, social science or in any other field relevant to the work to be performed OR an acceptable combination of education, training and experience defined as successful completion of two years of an post-secondary educational program with acceptable specialization in law, political science, social sciences or in an other field relevant to the work to be performed and three years of relevant experience in program delivery or negotiation.
EXPERIENCE:
- Experience in providing strategic advice and recommendations to senior management on complex* issues.
*Complex is defined as: multidimensional, composed of interconnected or related parts, dealing with matters that are complicated or intricate.
- Experience in building relationships, consulting and collaborating with various internal and external stakeholders to achieve objectives.
- Experience in leading a team.
Negotiator stream must also have the following:
- Experience in leading negotiations.

ASSET QUALIFICATION - EDUCATION
- Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in public administration, political science, social work, law, history or in any other field relevant to the work to be performed.
ASSET QUALIFICATIONS - EXPERIENCE:
- Experience in planning and reporting on a program, including the development of departmental and government priorities, preparation of data for departmental reports.
- Experience in developing departmental policy documents such as briefing notes or memoranda, PowerPoint presentation (deck), or correspondence for senior management (director and higher) and external stakeholders.
- Experience in developing program policy.
- Experience working in program delivery.
- Experience working in northern or cross cultural environments.
- Experience in managing Human Resources.
- Experience in managing a Budget.
- Experience leading complex negotiations with multiple parties.
- Experience dealing with and resolving conflict.
- Experience in contributing towards policy initiatives related to child and family services
- Experience working in child protection or child welfare programs
- Experience in managing consultation and accommodation issues with indigenous organizations.

- Experience in managing capital and infrastructure programs.
ASSET QUALIFICATION - KNOWLEDGE:
- Knowledge of First Nation Child and Family Services in Canada as well as recent policy priorities.
