Work environment

The Government of Canada has committed to an Open Data agenda with the intent that data are made open to improve transparency in decision-making and to build public confidence and trust. The Canadian Wildlife Service (CWS) is working to implement open data across its programs supporting Species at Risk, migratory birds, impact assessment, emergency response, protected areas, and broader engagement by Canadians in protection, conservation and stewardship of biodiversity. The positions being staffed will assist in making CWS data more accessible to end users to ultimately enable the data to be more effectively considered in decisions affecting wildlife conservation.

Intent of the process

The intent of this process is to staff term or indeterminate positions in various locations as noted above. As well, a pool will be created to staff other similar positions with various tenures (indeterminate, specified period, deployment, acting, acting extensions, assignment, secondment), language requirements (English Essential, French essential or Bilingual imperative) and profiles (BBB/BBB, and CBC/CBC or CCC/CCC ) and/or security requirements (reliability or secret) within Environment and Climate Change Canada across Canada.

ED1. Graduation with a degree from a recognized post-secondary institution in a natural, physical or applied science with specialization in a field relevant to the duties of the position.

Degree equivalency

Experience:
EX1. Recent* and significant** experience in compiling, integrating and documenting multiscale geospatial data from various sources in the context of wildlife and/or habitat management.
EX2. Recent* and significant** experience in designing, developing and managing large and/or relational databases (for example, ESRI enterprise geodatabase, MS SQL, Oracle, PostgreSQL, MS ACCESS).
EX3. Recent* and significant** experience with core ESRI GIS software, including ArcGIS Desktop (ArcMap or ArcGIS Pro) and Spatial Analyst.

* Recent experience is defined as experience acquired within the last five (5) years.
**Significant experience refers to the depth and breadth of experience that would normally have been gained performing the duties for a period of approximately two (2) years. If experience cited was acquired within a degree program, applicant must demonstrate autonomy of actions and decisions.

K3. Knowledge of landscape ecology, wildlife conservation and/or natural resource management.
K4. Knowledge of federal policies on open government, open data, metadata and/or geospatial data.

Ability:

A3. Ability to conduct spatial and temporal analyses using maps, satellite images, aerial photos and/or various databases and data sources.

Education (Assets):
AED1. Graduation with an advanced degree (Master’s or Doctorate) from a recognized post-secondary institution with specialization in the application of Geographic Information Systems and/or remote sensing techniques in biology, wildlife and/or natural resource management.
AED2. Completion of a valid certificate or diploma from a recognized post-secondary institution in the field of Geographic Information Systems, data management or data science.

Degree equivalency

Experience (Assets):
AEX1. Experience in developing and implementing quality assurance/quality control procedures for the maintenance of spatial and non-spatial source data, including databases and geodatabases.
AEX2. Experience participating on multi-jurisdictional or multi-disciplinary teams or partnerships focused on wildlife conservation.
AEX3. Experience with commercial and/or open source remote-sensing software.
AEX4. Experience with programming and scripting languages to create customized data views or user tools.

Conditions of employment

• Reliability or Secret security clearance.
• Willing and able to travel; this could include travel to remote locations.
• Willing and able to work irregular hours and on weekends on occasion.
• Possess a valid driver’s license.
