What do we do?
The Environmental Protection Branch of Environment and Climate Change Canada (ECCC) implements legislation, regulations and other policies and programs that protect Canadians and their environment while supporting responsible resource development. Within this Branch the Energy and Transportation Directorate serves as a focal point for managing environmental effects from activities in the Oil and Gas, Transportation and Electricity sectors. We develop, implement and administer regulatory approaches and other instruments to manage emissions from greenhouse gases and air pollutants. The Directorate also plays an important role in providing advice to the Government on innovative solutions at both the national and international levels to improve the quality of Canada’s air and to address the effects of climate change.

In anticipation of potential future openings for Unit Head positions, we are looking for talented and innovative leaders in science and engineering who are passionate about the environment and advancing Canada’s interests in combating climate change and lowering greenhouse gas emissions. Successful candidates could lead team units of other professionals to analyze science-based information and apply engineering and scientific principles to forecast greenhouse gas emissions, develop policy and programs, and collaborate multi-laterally with international bodies, industry leaders, and provincial, territorial and indigenous stakeholders to deliver on our priorities and have the chance to make a positive impact on Canada’s environment.

ESSENTIAL QUALIFICATIONS
Education:
(Stream 1 only)
- ED1. Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position such as environmental or chemical engineering.
OR
(Stream 2 only)
- ED2. Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position such as biology.
Note:
1. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
Experience:
(Streams 1 and 2)
- EX1. Significant** experience in developing or implementing scientific or technical policies, regulations, programs or initiatives relating to environmental protection.
- EX2. Significant** experience in providing strategic advice or guidance to senior management (for example, a Director level or above), through briefings, presentations and the preparation of briefing material such as memoranda.
- EX3. Experience* in establishing and maintaining partnerships and collaborating with provincial, territorial or municipal governments, non-governmental organizations, industry, other federal government departments, or international organizations.
-EX4. Experience* in leading or overseeing a multidisciplinary team of professionals.
*Experience is defined as the depth and breadth of experience normally associated with work during a period of one (1) year.
**Significant is defined as the depth and breadth of experience normally associated with full time performance of a broad range of work-related activities for three (3) years over the last six (6) years.

- AED1. Post graduate degree (e.g. masters, doctorate) from a recognized post-secondary institution with acceptable specialization relevant to the duties of the position.
Experience:
(Streams 1 and 2)
- AEX1. Experience in the development of Regulations, including analyzing draft or proposed Regulations and providing comments, suggestions and recommendations, and in formulating non-regulatory risk management approaches
- AEX2. Experience in the administration of Regulations, or complying with Regulations, including establishing measures to achieve compliance, assessing compliance, or carrying out performance measurement.
- AEX3. Experience in any of the following sectors: electricity, oil and gas, fuel production, transportation, chemicals or products manufacturing; waste management; mining, metals or minerals processing; forestry.
- AEX4. Experience* in contract development and management, including preparing terms of reference and reviewing proposals.
- AEX5. Experience* supervising staff such as students, contract workers or other staff.
- AEX6 Experience* in financial management, such as responsibility for formulating, planning, forecasting, and managing budgets for programs or staff, and making related decisions or recommendations.
