Candidates must clearly demonstrate in the experience questionnaire how they meet the education and experience criteria listed as essential and asset qualifications on the statement of merit criteria. In order to do so, they must write one or two paragraphs for each demonstrating how they meet them with concrete examples. The assessment board cannot make any assumptions about your experience. Note that it is not sufficient to only state that the qualifications are met or to provide a listing of current or past responsibilities. Resumes may be used as a secondary source to validate the experience described in the experience questionnaire. Failure to clearly demonstrate in the questionnaire how you meet the education and experience, both essential and asset, where applicable, may result in the rejection of your application.
The ability to communicate effectively in writing will be assessed using the answers to the screening questions and to the exam.
Candidates will not be solicited for incomplete or possible missing information.
The intent of this process is to staff three positions, immediately two EC-05 positions (one term and one indeterminate), and one indeterminate EC-06 position.
A pool of qualified or partially assessed candidates may be established and may be used to staff similar positions at this group and level with various linguistic profiles, security requirements, conditions of employment as well as various tenures (acting, assignment/secondment, deployment, term and/or indeterminate) within Library and Archives Canada.

Education :
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology, Statistics or Social Sciences.
Notes
1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
2. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.
BOTH POSITIONS
Experience :
•Experience in conducting research or providing policy analysis, to senior management*.
•Experience in providing strategic advice and recommendations to senior management* on complex issues**.
•Experience in representing, or in liaising with other government departments related to stakeholder issues and related initiatives.
•Significant*** experience in the development of at least three of the following policy or research documents: (briefing note/memo, policy instrument, presentation deck for senior management, Memoranda to Cabinet, Treasury Board Submission, these, peer-reviewed publication, quantitative or qualitative research report, research brief, project report, literature review, feasibility study, or technical report.
*Within the public service, “senior management” means director level and above; outside the public sector, it would include any type of executive level decision-making body/person.
**Complex issues is defined as those involving multiple stakeholders on the subject of policy, strategies or legal issues with clear deliverables and timelines.
***Significant experience is determined through an integrated assessment of complexities, number of experiences, duration, and role of the applicant. Significant experience must involve direct experience of a sufficient depth and breadth, normally acquired with at least three (3) years’ work experience.
