•Provides leadership to the Program and oversees the implementation of the regulatory and policy frameworks, procedures and tools related to the consistent implementation of Fisheries Protection Program’s regulatory mandate under the Fisheries Act, Oceans Act and the Species at Risk Act and their associated regulations, as well as providing support to federal environmental assessment processes.
•Provides overall direction and strategic planning as well as supervision and management to multiple work units. Accountable for ensuring staff and program alignment with strategic and national priorities and that expected outcomes are achieved. Provides advice and participates in the development of regional priorities and input into national priorities, policies and programs. Advances cross-program coordination within the Ecosystem Management Branch and with other sectors. Resolves and manages complex problems and issues, determines solutions and ensures regulatory decisions are consistent with legislation, program and Departmental policies, priorities and objectives.
•Oversees ongoing consultation, engagement and / or partnerships with indigenous groups, stakeholder groups, other levels of government in support of collaborative program delivery. Resolves and manages complex problems and issues, determines solutions and ensures departmental approaches are consistent with legislation, program and Departmental policies, priorities and objectives.
•Leads and/or participates in developing, presenting and defending Departmental or Program positions on matters related to the Ecosystem Management Branch’s regulatory, policy, or program frameworks and their implementation. Represents the Ecosystem Management Branch and/or the Department in external fora.
The intent of this selection process is to create a pool of qualified candidates to be used to staff this or similar positions on an indeterminate, specified period (term), secondment, acting, deployment or assignment basis in the Ecosystem Management Branch of Fisheries and Oceans Canada (DFO) in Vancouver, Nanaimo and Kamloops.

Education
•Graduation with a degree from a recognized post-secondary institution in natural, physical or applied science with specialization in a field relevant to the duties of the position.
Experience
•Experience providing advice or recommendations to senior management on complex* issues relating to the management of natural resources.
•Significant experience managing all aspects of human and financial resources and associated activities.
•Experience collaborating with government agencies, indigenous groups or stakeholder groups delivering programs or initiatives related to natural resource management.
•Significant* experience delivering or managing programs involving the study or assessment or management of natural resources.
*Complex is defined as having the breadth and depth associated with multi-disciplinary, multi-jurisdictional or multiple stakeholder issues.
*Significant depth and breadth of experience associated with having performed a broad range of complex related activities for a minimum period of two years.

Education
•Post-graduate studies in a field relevant to the position.
Asset Experience
•Experience as an employee of DFO in delivering or managing programs related to aquatic ecosystem management
•Experience in conducting or managing consultation or engagement activities with Indigenous groups.
•Experience conducting or managing people conducting assessments or reviews of complex* projects undergoing regulatory reviews or environmental assessments.
•Experience conducting or managing people conducting integrated planning activities related to natural resource management with multiple stakeholders, government agencies and indigenous groups.
•Experience in the delivery of operational programs in support of fisheries, or Species at Risk.
•Experience in the delivery of operational programs in support of stock rebuilding, or habitat restoration or recovery.
