Intent of the process

Create a pool of qualified candidates that will be used to staff Research Officer (EC-02) and Research Analyst (EC-03) positions with various tenures (indeterminate, specified
period, deployment, acting, casual employment, part-time worker, assignment and
secondment) and with various linguistic profiles. Note that the position in Toronto is anticipatory.

Education

A degree from a recognized post-secondary institution with a specialization in social science*, library/archival work or a law-related field.

The term “degree” refers to a baccalaureate as established by educational authorities.

* Social science includes political science, sociology, economics, anthropology, history, human rights, international studies, and other disciplines associated with social sciences.

Degree equivalency

Experience:

For the EC-02 and EC-03:
- Recent** experience conducting in-depth research using a defined social science methodology;
- Recent** experience using databases.

For EC-03 position only:
-Recent and significant*** experience conducting in-depth research and writing reports in English or in French, using a defined social science methodology.

** Recent experience is defined as within the past three (3) years.

***Recent and significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of various, complex related activities which are normally acquired during a full-time period of employment of at least two (2) years within the last three (3) years. The amount, the complexity and the diversity of activities, as well as the autonomy level, will also be taken into consideration.

Education

- Recent** experience conducting research in the fields of international affairs, world events, human rights, migration, or refugee issues.

- Recent** experience in applying the methodology of the Research Directorate of the Immigration and Refugee Board (IRB).
- Recent** experience in applying IRB policies and procedures relevant to the preparation and production of standardized country information disclosure packages.
- Recent** experience in carrying out responsibilities in a manner consistent with the mandate, objectives and organization of the Research Directorate.

**Recent is defined as within the past three (3) years.

Other Language

PLACEMENT OF IRB EMPLOYEES AFFECTED BY WORKFORCE ADJUSTMENT (WFA):

In order to ensure placement of IRB employees affected by Workforce Adjustment (WFA), we are asking all affected employees who are interested in this position to apply. Since a pool of qualified candidates will be established from this process, we will proceed with the assessment of all candidates. However, should affected employees qualify, they will be appointed ahead of other affected qualified candidates.

It is important to note that if an employee is no longer affected by WFA at the time of appointment, he cannot be appointed ahead of other affected qualified candidates.
