Work environment

The Administrative Tribunals Support Service of Canada (ATSSC) is responsible for providing support services and facilities to 11 federal administrative tribunals by way of a single, integrated organization. These services include the specialized services required by each tribunal (eg, registry services, legal services, research and analysis services, and any other activity related to the mandate or specific files of a tribunal) which are provided by secretariats led by Executive Directors or Executive Directors and General Counsel.

The Social Security Tribunal (SST) is one of the tribunals served by the ATSSC. The SST is an independent administrative tribunal that makes quasi-judicial decisions on matters relating to the Canada Pension Plan, the Old Age Security Act and the Employment Insurance Act.

The SST was established in 2013, pursuant to Part V of the Department of Employment and Social Development Act. The Tribunal is composed of a Chairperson, three Vice chairpersons and members, all of whom are appointed by the Governor in Council. There are currently 89 members (64 full-time, 25 part-time). The SST consists of a General Division (which has an Employment Insurance Section and an Income Security Section) and an Appeal Division.

The position to be filled pursuant to the current process is that of Executive Director of the SST Secretariat, which includes approximately 140 employees. The Executive Director is responsible for leading the development, management and delivery of a range of specialized services enabling the SST to fulfill its mandate. He/she is also called upon to provide strategic advice and significant support to the SST on various complex issues and files.

Intent of the process

The intent of the process is to staff the position of Executive Director of the SST Secretariat. A fully or partially assessed pool may be created and may be used to staff similar positions with various linguistic requirements, tenures and security clearances within the Administrative Tribunals Support Service of Canada (ATSSC)

Graduation with a degree from a recognized university.

EXPERIENCE

Recent* and significant** experience leading the provision of strategic advice to senior officials*** on complex management and operational issues.

Experience in building partnerships with internal and external stakeholders to support organizational objectives.

Experience in managing operational programs at a national level to meet established service objectives.

Experience in leading complex organizational changes and change management initiatives.

Experience‎ in leading design and implementation of innovative strategies to improve operational performance or technological change or client service.

Recent* and significant**experience managing financial**** and human resources*****.
*Recent experience is defined as having been acquired a period of at least (five) 5 years within the last (seven) 7 years.

**Significant experience is defined as having the depth and breadth of experience normally associated with having performed a broad range of various related activities which would have been acquired over at least (five) 5 years within the last (seven) 7 years.

*** Senior officials are individuals in higher ranks of an organization and could include Tribunal Chairpersons or Vice-Chairpersons, Deputy Ministers, Assistant Deputy Ministers, Directors General or similar equivalent.

**** Managing financial resources is defined as being accountable for a budget, which would include the responsibility for financial planning, forecasting and reporting. Applicants must indicate the size of the budget they managed, as well as the length of time during which they managed these resources.

***** Managing human resources is defined as directing or overseeing people/staff, including employee performance management, workload management, leading and directing teams through the setting of priorities and work activities. Applicants must indicate the number of staff reporting to them, as well as the length of time during which they managed these individuals.
