Intent of the process

This(these) position(s) is suitable for virtual work. The position(s) location will be determined at the time of the appointment.

The main objective of this process is to offer a temporary opportunity for less than a year with the possibility of extension and only the employees of the Public Service who occupy a position in the National Capital Region will be considered.

In the event that the position becomes vacant the employees of the Department of Canadian Heritage who occupy a position across Canada and employees of the Public Service who occupy a position in the National Capital Region will be considered.

A pool of partially qualified candidates may be established through this process in order to fill identical or similar positions with various tenures (acting, term, assignment, secondment, deployment, indeterminate), various security requirements (reliability, secret) and various linguistic profiles (bilingual imperative BBB/BBB, CBC/CBC or CCC/CCC) within the Department of Canadian Heritage.

Education:

For both streams
Graduation with a Bachelor's degree from a recognized post-secondary institution with an acceptable specialization* in economics, sociology or statistics.
* The specialization may also be obtained through an acceptable combination of education, training and/or experience.
NOTE: Candidates must always have a post-secondary degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization.

Degree equivalency

Experience:

Stream 1 ONLY
1) * Recent experience in conducting research projects.
2) * Recent experience in writing **research reports and other **research related products.
3) Experience in project management, including the conceptualization, planning, and implementation of projects.
4) Experience writing briefing material and research documents for ***senior management.
5) Experience in providing advice to ***senior management on matters involving economic, sociological or statistical information.
* Recent experience is defined as experience being obtained in the last three (3) years.
** Research is defined as original work undertaken in order to acquire new knowledge of the underlying foundations of phenomena and observable facts. It is directed mostly towards policy and program development, performance measurement and evaluation.
*** Senior management is defined as director level and above.

Stream 2 ONLY
1) *Recent and **significant experience in research and policy analysis.
2) *Recent and **significant experience drafting research, analysis and information documents (e.g. briefing notes, reports, memos and presentations) for ***senior management.
3) *Recent and **significant experience formulating public policy advice for senior management***.
4) Experience preparing and presenting briefings on ****complex topics for ***senior management, both orally and in writing.
* Recent experience is defined as experience acquired within the last two (2) years.
** Significant experience is defined as the depth and breadth of experience associated with having had the opportunity to perform these activities for at least two (2) years.
*** Senior management is defined as the level of director and above.
**** Complex topics are defined as: “topics that are composed of many interrelated and interacting components”.

Stream 1 ONLY
1) Graduation with a Master's degree in economics, sociology or statistics from a recognized post-secondary institution.
2) Ability to use a range of different Statistics Canada data sources for one or more of the following: *research projects, *research reports, and/or other *research related products.
3) Ability to use a range of different data sources, other than those produced by Statistics Canada, and developing new data sources.
4) Ability to develop graphical concepts to represent data in a visual form.
* “Research” is defined as original work undertaken in order to acquire new knowledge of the underlying foundations of phenomena and observable facts. It is directed mostly towards policy and program development, performance measurement and evaluation.

Stream 2 ONLY
1) Graduation with a Master's degree in public administration, political science, economics, sociology, or statistics from a recognized post-secondary institution.
2) Academic and/or work experience within the field of human rights, multiculturalism or indigenous issues in Canada.
