EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Notes:
1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
2. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.
EXPERIENCE
EC-04 POSITION
EXP1 – Significant Experience* in writing a variety of documents (e.g. briefing notes, policy papers, PowerPoint presentations, research and summary reports) to brief management (manager level or above) utilizing both qualitative and quantitative methodologies.
EXP2 – Significant Experience* in developing active, collaborative, and constructive working relationships with partners, clients, stakeholders or various levels of government.
EXP3 – Significant Experience* in analyzing broad socio-economic program/policy issues (e.g. labour market, social problems such as housing/homelessness, indigenous, workforce, economic trends).
**Significant experience is defined as depth and breadth of knowledge gained working on a wide range of activities associated with the performance of the duties normally gained with at least 24 consecutive months of experience.
EC-05 POSITION
EXP1 – Significant Experience** in writing a variety of documents (e.g. briefing notes, policy papers, PowerPoint presentations, research and summary reports) to brief management (manager level or above) utilizing both qualitative and quantitative methodologies.
EXP2 – Significant Experience** in developing collaborative working relationships with partners, clients, stakeholders or various levels of government.

K1- Knowledge of the Government of Canada policy development process including the policy-making and Cabinet and Treasury Board decision-making processes.
K2- Knowledge of Employment and Social Development Canada/Service Canada’s mandate, priorities and programs.
K3 – Knowledge of socioeconomic conditions in the Western-Territories Region (Manitoba, Saskatchewan, Alberta, British Columbia, Yukon, Northwest Territories and Nunavut).

ASSET QUALIFICATIONS
Experience overseeing economic research and analysis working in academic (e.g., graduate school, research assistant) and applied settings (e.g., consulting, government, and business,).
Master’s degree or Ph.D. from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics. We encourage applications from candidates with backgrounds in quantitative disciplines (e.g., engineering, mathematics, computer science) and social sciences (e.g., psychology, demography) and business studies with substantial research and quantitative dimension.
A background in macro/ microeconomic theory and its application to policy and business problems.
Computer programing (e.g., visual basic, python) is a desirable attribute.
Experience using statistical sources and data analysis packages (e.g., Excel, SPSS or SAS) to analyze socio-economic program/policy issues (e.g. labour market, social problems such as housing/homelessness, indigenous, workforce, economic trends etc.).

Top-down ranking can be used at any stage of the assessment process where only the top scoring candidates will be invited to the next stage of the assessment. Please note that different pass marks and cut-off scores can be used at various stages of the assessment process. Candidates who attain the pass mark might not be further considered in the process if they do not achieve the cut-off score.
