Assessment accommodation

When you apply to this selection process, you are not applying for a specific job, but to an inventory for future vacancies. As positions become available, applicants who meet the qualifications may be contacted for further assessment.

Intent of the process

The advertisement is for the creation of an on-going inventory which management will access as needs are identified. It is anticipated that the first draw will occur at any time after 3 weeks from the original posting. The number/timing of subsequent draws each year will be determined based on operational requirements.

Applicants will be able to apply and/or update their information on an ongoing basis.
Initial screening will utilize self-screening where applicants will be required to respond to a series of questions, this will include indicating which/how many of the example essential experience they have and providing the who, what, when, where/why of said essential experience.

For each draw, after screening on education and experience, those who are screened In may be invited for further assessment on remaining essential qualifications (competencies/qualifications).

Once assessment is completed the results will be valid for a minimum of 12 months. During this period if an applicant is redrawn from the inventory the previous assessment will apply, this would include those who did not qualify. After the period has expired the individual may be reassessed should they be referred on subsequent draws from the inventory.

The pool(s) created from this process/inventory can be used for temporary or permanent staffing for same and/or equivalent positions.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a bachelor’s degree from a recognized post-secondary institution, or an acceptable combination of education, training, and experience relevant to the position.*

* "Acceptable combination of education, training and experience” is defined as a secondary school diploma combined with the depth and breadth of experience normally associated with the performance of duties on a regular basis for a period of approximately three (3) years** in one of the fields of experience listed below in the Experience Section.
**A shorter duration may be considered based on demonstrated complexity and diversity of work handled, scope of work, and/or level of direct responsibility for a wide variety of complex files and/or projects.

Degree equivalency

1. Experience performing business and/or system analysis functions.
Applicable experience could include:
• conducting statistical analysis and deriving insights from large and/or complex sets of data,
• planning, managing and facilitating requirements gathering activities and validating requirements,
• conducting business/systems process analysis,
• developing and documenting business/systems processes,
• planning, conducting and reporting on user acceptance testing,
• coordinating or leading project teams to design, implement, test and review changes to business processes, procedures and systems,
• collaborating with project stakeholders to assist with developing project documentation including project plans, objectives, scope, risks and time frames,
• reviewing project deliverables to ensure they address business needs and priorities,
• overseeing contracts.

OR

2. Experience in Program Management (i.e. management of services and/or activities that focus on a specific set of program outputs, outcomes or service levels).
This includes assisting in managing the operations of ongoing programs and/or undertaking initiatives to introduce new programs and/or adapt/improve ongoing programs. Applicable experience could include:
• developing program procedures and processes,
• defining operational requirements,
• interpreting and applying legislation, regulations, policies and/or procedures,
• conducting program-related communications (internal/external),
• providing functional direction, or
• program/performance measurement, analysis, evaluation, and reporting;

OR

3. Experience in Service Management( i. e. managing or assisting with improving external and/or internal services).
This includes for example:
• contribute to designing service delivery mechanisms,
• defining service delivery objectives, expected results and progress measurement,
• working with service delivery priorities, plans and standards, or assisting in the management of service experience improvements, considering aspects such as: timeliness, accuracy, ease of access and use, channel integration;

OR

4. Experience in developing communications products and conducting communications activities, for example:
• delivery and governance of content for online service channels, or other channels, or other digital content,
• conducting research and analysis to evaluate the impact and effectiveness of activities,
• developing targeted communications plans,
• producing user-centred key messages, or
• developing and delivering presentations, etc.

• Successful completion of courses or formal training in business analysis, or software design or development.

• Experience as a member of the Canadian Armed Forces

• Experience in statistical or data analysis.

• Experience in programming or testing information systems (manual and/or automated).

• Experience in using VAC's program management systems, such as the Client Service Delivery Network (CSDN) or the Federal Health Claims Processing System (FHCPS).

• Experience coordinating projects, or assisting in the management of projects, using a formal project management methodology.

• Experience managing or assisting in the management of contracts.

• Experience in delivering, managing or assisting the management of programs in areas such as: health care, rehabilitation, disability management, or income support.

• Experience in interpreting and applying legislation and policies.

• Experience in evaluating or measuring the performance of public sector programs or services.

• Experience in developing training or similar material.
