Intent of the process

The immediate need is to staff one (1) position. A pool of partially or fully qualified candidates may be established from this selection process and may be used to staff similar positions with various tenures, various linguistic profiles as well as various security clearances within the Canada Border Services Agency.

This pool MAY also be shared with other organizations within the core public administration (http://www.psc-cfp.gc.ca/plcy-pltq/rfli-lirf/index-eng.htm) in order to facilitate appointments of candidates from the pool to staff similar positions at an identical or equivalent group and level to their respective organizations.

EDUCATION:

Graduation with a degree from a recognized post-secondary institution

Degree equivalency

EXPERIENCE:

-Recent* and significant** experience conducting all phases of audits (i.e. planning, execution, reporting)
-Recent* and significant** experience preparing reports and briefings
-Recent* and significant** experience providing advice to management*** or clients
-Recent* and significant** experience leading components or phases of audits
-Recent* and significant** experience providing advice and guidance to junior staff

*Recent Experience is defined as within the last seven (7) years
**Significant Experience is defined as the breadth and depth of experience normally associated with full-time duties for at least four (4) years
***Management is defined as Director level or higher

ASSET QUALIFICATIONS:

EDUCATION:

Possession of a recognized internal audit certification such as Certified Internal Auditor, Certified Information Systems Auditor, Certified Government Auditing Professional or Certified Fraud Examiner.

Degree equivalency

EXPERIENCE:

-Experience in developing internal audit procedures and practices; periodic self-assessments of the internal audit function; Chief Audit Executive annual reports; or Management Accountability Framework submissions
-Experience in performing liaison functions with other departments or external review organizations, such as the Office of the Auditor General
-Experience in leading the implementation or the administration of TeamMate audit software
-Experience in developing annual risk-based audit plans
-Experience in following up on the implementation of management action plans resulting from audits
-Experience in conducting internal audits on information technology
-Experience in the use of software (such as ACL or IDEA) to conduct data analysis

Candidates must meet all the essential qualifications to be appointed to a position.

LEAVE/ABSENCES DURING THIS SELECTION PROCESS: It is the responsibility of the candidate to notify the Departmental contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations. One (1) alternate date will be possible only if requested for the following reasons: 1) Medical reasons with doctor’s certificate 2) Death in your immediate family 3) Confirmation of pre-approved travel plans or training plans (made before the advertisement posting date) 4) Religious reasons or 5) Participation in an assessment for another selection process.

Please note that achieving the pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a score that is higher than the pass mark on any of the evaluations used throughout the selection process. Management may also decide to use top-down selection at any stage of the process.

Management may choose to invoke an asset(s) at any point of the process.
