EDUCATION:
Master’s degree from a recognized post-secondary institution with acceptable specialization in evaluation, economics, sociology, statistics, international development, international affairs, political science, or public administration.
Notes: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCE:
1. Recent and significant experience* in conducting in-house program evaluations**
2. Recent and significant experience* in communicating findings from in-house evaluations** (e.g., briefing notes, memoranda, correspondence, summary reports, presentations, issue papers) to management or senior officials***
3. Recent and significant experience* in writing sections of in-house evaluation** reports
* Recent and significant experience is defined as the depth and breadth of experience normally associated with full-time performance of duties for a minimum of three (3) years within the last seven (7) years.
** Conducting in-house evaluations includes the entire process, e.g., developing evaluation work plans, conducting interviews, analyzing information, and writing reports. Managing a contract where a consultant or consulting firm is the one who is conducting the evaluation will not be considered sufficient to meet this requirement.
*** Senior officials would be considered to be Director level (EX-01 equivalent) or above.
