Innovation, Information and Technology Branch (IITB) is a national organization, with a wide variety of work that can be performed regardless of geographic location. However, certain positions may require a physical presence at a specific location.

Duties

Providing and contributing to the analysis and research for the provision of strategic and effective IT enabled business solutions delivering on the Department’s operational mandate.

ESDC-IITB is creating a pool of analysts within the Business Line Support Services (BLSS) organization. This organization is responsible for managing the provision of strategic IT business line support services which help deliver effective IT enabled business solutions and thus deliver on the Department’s operational mandate.

Intent of the process

A partially assessed pool may be established from this process to staff IT Business Line Support Services (BLSS) analyst positions within the Information, Innovation and Technology Branch (IITB).

Education

• Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Essential Experience

1. Recent working* experience collaborating with Information Management and/or Information Technology IM/IT specialists for the planning, design, implementation and/or delivery of IM/IT solutions, initiatives, and/or services.

DEFINITIONS:
*RECENT WORKING EXPERIENCE is defined as a minimum of twelve (12) months of cumulative hands-on experience acquired within the last three (3) years in a professional environment (i.e. non- academic).

2. Recent working* experience analyzing options and elaborating recommendations and/or briefing materials related to IM/IT.

DEFINITIONS:
*RECENT WORKING EXPERIENCE is defined as a minimum of twelve (12) months of cumulative hands-on experience acquired within the last three (3) years in a professional environment (i.e. non- academic).

3. Recent working* experience contributing to the delivery of at least two (2) IM/IT projects using industry standard methodologies and/or best practices (e.g. Software Development Life Cycle (SDLC), AGILE, WATERFALL,PMI/PMBOK, BABOK, Prince 2, etc.)

DEFINITIONS:
*RECENT WORKING EXPERIENCE is defined as a minimum of twelve (12) months of cumulative hands-on experience acquired within the last three (3) years in a professional environment (i.e. non- academic).

3. Project Management Accreditation (such as Project Management Professional (PMP); Prince 2 Practitioner; or Certified Associate in Project Management (CAPM)), or a Project Management Certification from a recognized university.
4. Business Analyst certification from a recognized professional organization.

Experience

1. Experience as a participant within an IM/IT structured project management environment. Evidence of contributing to one or more components of the management of the overall project (e.g. project life-cycle management, risk management, costing, dashboards, status reporting, etc.).

2. Experience contributing to formal project documentation for management (e.g. proposals, statements of work, business cases, project charters, etc.).

3. Experience providing support in the development of various project management reporting dashboards and/or other project management related reporting materials

4. Experience working in application/solution development environments.

5. Experience working with business users to gather and document various types and levels of business and/or solution requirements in support of program objectives.

6. Experience working with various business users to define, scope and initiate projects.

7. Experience interviewing program stakeholders.

8. Experience reviewing and interpreting business requirements.

9. Experience translating program business requirements for IT developer groups.

Operational Requirements
