Assessment accommodation

The National Energy Board (NEB) is an independent federal regulator of several parts of Canada’s energy industry. It regulates pipelines, energy development and trade in the public interest with safety as its primary concern. The Minister of Natural Resources is responsible for this organization. The NEB was established by Parliament to regulate, among other things, the construction, operation and abandonment of pipelines that cross provincial or international borders, international power lines and designated interprovincial power lines, imports of natural gas and exports of crude oil, natural gas liquids, natural gas, refined petroleum products, and electricity, and oil and gas exploration and production activities in certain areas. The NEB is also charged with providing timely, accurate and objective information and advice on energy matters. Headquartered in Calgary, Alberta with regional offices in Montréal, Vancouver and Yellowknife, the NEB has approximately 500 employees and annual budget of over $70 million.

Duties

Accountable to a Director in the System Operations Business Unit and under the guidance of a more senior environmental specialist and/or project manager, the environment student provides assistance on environmental matters related to the energy industry. The environmental student is expected to assist with: developing guidance on reclamation, restoration and vegetation management, reviewing environment and remediation related submissions, performing paper based research, compiling of data and maintaining databases, and/or presentations or report writing. In performing his/her work, the environment student will participate as part of a multi-disciplinary team. He/she may also be required to participate in the conduct of field inspections.

Key responsibilities may include but are not limited to the following:

Reclamation
• Conduct literature reviews on reclamation standards, reclamation timelines, measures for evaluating reclamation success and best practices.
• Compile a database of significant reclamation plans and monitoring reports submitted to the NEB.
• Conduct research on natural regeneration to identify criteria for when and where natural regeneration is most and least successful.
• Assess reclamation research conducted on specific projects to form recommendations in similar ecoregions.
• Compile and compare invasive plant management programs and procedures to develop guidance on invasive plant management.
• Compile and compare various habitat protection measures utilized by companies.
• Compare watercourse protection measures between regulators.
• Interview environmental inspectors to assist in gathering information that will lead to improved regulatory requirements for reclamation and vegetation management.
• Share research conducted with environmental practitioners and environmental inspectors at the NEB through an oral presentation, as required.
• Participation in training opportunities and field inspections.

Remediation
• Assist with environmental inspection and compliance matters.
• Review environment and remediation related submissions and incidents.
• Compilation or trending of data, maintenance of data or databases.

Environmental Engineering
• Assist professional engineers and/or project managers with execution of safety and environment related projects.
• Conduct research and data analysis.
• Prepare reports and communicate project findings to internal stakeholders.

Intent of the process

A qualified group of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Education: Enrolled in the third or fourth year or graduate program (Master’s, PhD) in either an Environmental/ Natural Sciences program (e.g. environmental, biology, agricultural, etc.) or an Engineering (e.g. Environmental, Civil, Chemical, etc.) program at a recognized Canadian University.

Degree equivalency

E1: Experience, based on academic training (such as completion of a self-directed engineering project) or office work or field work, in one or more of the following:

1. reclamation and/or soil and vegetation science;

2. remediation; or

3. environmental and safety engineering projects in the oil and gas industry.

4. Salary: Salary is determined on years of study ranging from $20.58 to $26.93 per hour (subject to revision).
