The International Platform Branch within Global Affairs Canada governs and delivers resources, infrastructure, and common services enabling the delivery of the Government of Canada’s programs in 179 missions located in 106 countries. The Planning and Stewardship Bureau is responsible for the implementation and management of a Corporate Real Estate Model, and the development and implementation of global portfolio strategies. The real property portfolio comprises over 1 million square metres of office and residential space, representing over 2,400 property holdings, including many properties of high value and historic significance.
The Global Portfolio Management sector’s role :
• responsible for horizontal portfolio strategies, and the development of analytical frameworks and global portfolio planning processes;
• prepare global and regional strategies and identify priority initiatives for consultation with clients and partners for advancement to project approval.
• establish governance and strategic plans for Government of Canada program delivery abroad, involving 7,700 employees from Global Affairs Canada and 34 other federal Departments, Agencies, several Provinces, as well as co-location with allied countries.
• responsible for development of the strategies and frameworks for programs and projects, workplace 2.0 office standard policy and implementation, purchases and strategic disposals, office relocations and colocation arrangements with allied foreign governments.
The intent of the process is to staff two positions on an indeterminate basis.
A fully or partially qualified group of candidates may be identified and may be used to staff future term and indeterminate vacancies as well as to fill identical or similar positions at Global Affairs Canada with tenures that may vary according to the positions being staffed (ex. indeterminate, specified period, acting) which may have various language requirements such as Bilingual Imperative BBB/BBB, CBC/CBC, English or French and English essential.

EDUCATION:
Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
*The term “degree” refers to a baccalaureate as established by educational authorities.
EXPERIENCE:
Significant* experience in infrastructure or real property projects**.
Experience analyzing business cases for infrastructure or real property** assets.
Experience in economic analysis related to infrastructure assets, such as value for money, cost-benefit analysis or risk quantification.
Experience in providing recommendations to project sponsors (authorities who are leading the development and implementation of major infrastructure or RP projects) on public or private sector business cases or feasibility studies for infrastructure or real property assets.
*Significant is defined as the depth and breadth of experience that would normally have been gained performing the duties continuously for five years.
**This includes, but is not limited to the planning, delivery, design of analysis in: Management of Real Property, Strategic Asset Management, Urban planning, Real Estate market appraisals or analysis, high value commercial real estate transactions, etc.
ASSET QUALIFICATIONS:
Post-secondary education in engineering, architecture or any field relevant to the position.
Professional Certification relevant to the work (i.e. evaluators, real estate agent, real property management certificate, etc)
Experience in real property initiatives involving the private sector which may include public-private-partnerships.
Experience working in a Corporate Real Estate Model.
