Duties

Key activities Contract Manager:

Our team ensures that the Real Propery Contractor fulfills its legal and contractual obligations in accordance with the RP-1 contract. It is responsible for monitoring, interpretation and application of contract terms for the administration of the RP-1 contract in support to the business lines of the various internal sectors.

The main duties of the incumbent are:

• Responsible manager for the contract information exchanges with the Contractor;
• Coordinate the outsourcing contract management training program ;
• Provide training in collaboration with the senior manager ;
• Act as an analyst and write business cases for adding property and modifying the outsourcing contract inventory ;
• Understand the contract, interpret it and give advice / recommendations to the different business lines of the organization ;
• Coordinate the implementation of new work directives by writing communiqués and providing information sessions on these new directives.

Key activities Quality, compliance and continual improvement Manager

Our team ensures that the Real Property Contractor fulfills its technical obligations, in accordance with the contract including following up on quality monitoring. At the same time, it is responsible for compliance activities for the business lines of various internal sectors.

The main duties of the incumbent are:

• Perform quality monitoring activities for all the RP-1 contract aspects with the Real Property Contractor;
• Ensure the follow-up, monitoring and resolution of non-compliance issues with regard to the contract;
• Provide compliance activities and its analysis for the Internal Services delivery. Prepare findings reports and recommend relevant actions to the senior management in the region;
• In a context of continuous improvement, participate in internal audit activities and contribute to reflections on the development and implementation of internal processes and procedures;
• Produce and circulate newsletters and / or user guides with the consultation of various regional and national stakeholders.

EDUCATION

Graduation with a college or university diploma from a recognized educational institution in a field relevant to the position, such public administration, business administration or management, industrial engineering, quality management OR an acceptable combination of education, training and experience in the field of contract management or quality, compliance and continual improvement management.

Degree equivalency

EXPERIENCE

Recent and significant experience (see note 1) in services delivery in at least two of the following areas:

• The management of outsourcing contracts.
• The management of quality, compliance and continual improvement.
• The management of real property.
• The management of real property projects.
• Providing strategic advice to managers.
• Conducting and reporting quality assurance exercises with recommendation on actions.

Note 1: “Recent and significant experience” means approximately two years within the past five years.

Education
• Bachelor’s degree from a recognized educational institution in business administration, public administration, industrial engineering or other specialty relevant to the position.

Training
• ISO Quality Management training.

Professional Certification
Meets the requirements for a professional designation recognized by the Department:
• Chartered Administrator (Adm.A.)
• Chartered Appraiser (EA)
• Certified Property Manager (CPM) from the Institute of Real Estate Management (IREM)
• Certified Leasing Officer (CLO) from the Real Estate Institute of Canada (REIC)
• FRI - Fellow of the Real Estate Institute (REIC)
• BOMA Real Property Administrator (RPA)
• BOMA Facilities Management Administrator (FMA)
• Certified Facilities Manager (CFM) (International Facility Management Association)
• Affiliated or licensed real estate agent license

Experiences (acquired within the last five years) :
• Experience in managing an outsourcing contract.
• Experience in quality management, compliance and continual improvement.

Degree equivalency

OPERATIONAL REQUIREMENTS

• Be willing and able to travel occasionally
• Be willing and able to work overtime occasionally and on short notice
• Possess a valid driver’s license
• Wear appropriate protective equipment
