This is an exciting time to join DND. As an innovative, and superior problem solver, you will have an opportunity to support the Canadian Armed Forces (CAF) and make a major contribution in the development of the largest Real Property portfolio in the country. As part of the real property portfolio planning team, you will lead the development of long-term development plans for CAF bases across Canada; liaise with the Canadian Army, Royal Canadian Navy, Royal Canadian Air Force and other stakeholders to identify and support CAF infrastructure requirements; provide strategic issues and planning advice; and participate in initiatives that promote a sustainable and resilient Real Property portfolio.
With the responsibility for a geographic region, the position will provide you with unique experiences that includes spending time at military bases working with multiple stakeholders. This position requires a confident and outgoing individual who thrives in a fast paced environment. The multifaceted aspects of this dynamic work environment involves exercising judgement and working with many competing and changing priorities. The Department of National Defence (DND) is seeking currently two Senior Land Use Planners of various linguistic profile (English/French essential and Bilingual BBB/BBB). In addition, DND intend to use this process to establish a pool of qualified candidates for future opportunities.

ESSENTIAL QUALIFICATIONS
EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in landscape architecture or in urban planning, rural planning, community planning or some other specialty relevant to landscape architect and town planner positions.
Note:
The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
Experience:
EX1. Recent * and significant** experience in developing, implementing and managing complex*** land-use or urban planning projects
EX2. Significant ** experience analyzing strategic issues and providing strategic advice and recommendations (both oral and written briefing) to Senior Managers (managers, directors and above) in the area of land-use or urban planning
EX3. Significant ** experience leading teams or working groups in the area of land-use or urban planning
EX4. Experience creating and maintaining networks with different stakeholders such as provinces, municipalities, or other interest groups, etc.
* Recent experience is defined as having performed this function within the past five (5) years
** Significant experience is defined as the depth of experience normally associated with the execution of a diverse range of complex activities for a period of five (5) or more. This includes the extent, depth, complexity and diversity of tasks and cases and the degree of autonomy from those activities. Applicants must clearly demonstrate their roles and responsibilities relating to the experience
*** A complex project is defined as an activity involving multiple stakeholders and dealing effectively with multi-faceted issues (such as environmental or socioeconomic impacts)

ASSET QUALIFICATIONS
Asset Education:
AEDU1. Graduation with a Masters degree from a recognized university in land-use planning or urban planning or regional development or rural development
Asset Occupational Certification:
Professional Certification in land-use planning or urban planning
Asset Experience:
AEX1. Experience analyzing municipal zoning plans (including airport zoning) and related bylaws
AEX2. Experience providing technical direction and supervision of employees or students and consultants
AE3. Experience working at a regional level and developing regional plans
AE4. Experience developing training tools and delivering professional training related to land-use planning or urban planning
