•Directs the planning, organization and management of all Civil Aviation safety oversight activities within the Region.
•Acts as the focal point of contact for assigned enterprises, and provides authoritative information, advice and interpretation to clients.
•Provides input for the development of national aviation safety oversight policies and programs.
•Manages assigned financial, human and material resources and ensures appropriate measures are implemented to provide a safe and healthy workplace.
Transport Canada is a complex de-centralized department widely dispersed across Canada. Safety in Civil Aviation is constantly in the public eye, both nationally and internationally, hence there is intense media interest and scrutiny in all aspects of Civil Aviation safety and regulatory programs.
The intent of the process is to staff up to two positions of Associate Director, Operations, Civil Aviation located in Dorval, Quebec.
A pool of qualified candidates may be created to staff similar positions within Transport Canada with various language requirements at different locations across Canada (Moncton, Vancouver, Winnipeg, Toronto).

EDUCATION:
•Degree from a recognized university in a field relevant to the position or an acceptable combination of education, training and experience.
EXPERIENCE:
•Experience in managing a regulatory compliance program, or in activities leading to certification or regulatory compliance.
•Recent and significant* experience in providing strategic advice and briefings to senior management.
•Recent and significant* experience in consulting, negotiating and collaborating with government, industry, and other relevant interest groups.
•Recent and extensive** experience in managing human resources***, and specifically multidisciplinary teams with various background and profiles.
•Recent and significant* experience in managing financial resources****.
(*) Recent and significant is understood to mean the depth and breadth of experience normally associated with having performed a broad range of activities related to this task, which are normally acquired over a period of at least 2 cumulative years within the last five years.
(**) Recent and extensive is understood to mean the depth and breadth of experience normally associated with having performed a broad range of activities related to this task, which are normally acquired over a period of at least 5 cumulative years within the last ten years.
(***) Some examples of managing human resources may include: supervising staff, establishing vision, priorities, work plans or establishing work objectives, conducting performance assessments and feedback, approving training, addressing group dynamic deficiencies, addressing labor relation issues, demonstrating experience in managing various service delivery and resources allocation frameworks, etc. Applicants must also indicate the number of staff they have supervised.
(****) Some examples of managing financial resources may include: full delegation for a budget, being responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.
EDUCATION:
•Formal training/education in risk management, project management, public administration or strategic planning.
•Post-secondary degree in aerospace or in aviation related program, or equivalent.
OCCUPATIONAL CERTIFICATIONS:
•Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.
•Hold or have held a Canadian aviation document such as:
-Aircraft Maintenance Engineer (AME) licence
-Commercial Pilot Licence
-Air Traffic Controller Licence
EXPERIENCE:
•Experience in managing or working within regulatory programs related to civil aviation.
•Experience in providing strategic advice and briefings to senior management on issues relating to aviation safety, or transportation safety in general.
•Experience in operational environment requiring the application of risk-based management technics.
•Experience in managing human resources in a regulatory environment.

The incumbent of this position is required to travel inside Canada and may be required to travel abroad.
