Duties

The provision of subject matter expertise and team leadership for human resources strategic operations, services and advice (or corporate services team) in one or more of the human resources management disciplines to an assigned client portfolio.

Supervises and leads a client service delivery team (or corporate services team) to implement human resources management programs, strategies and plans within the client portfolio.

Conducts research and analysis on issues and practices, investigates complex and difficult files, for example, coherence and interrelationship among HR policies, guidelines and processes among different disciplines, those involving recourse actions or program monitoring findings; consults with human resources management colleagues and professionals within the department or in other government departments or agencies; and develops strategies, plans and options to meet client or program needs and departmental/agency objectives.

Writes content for training and information sessions, as well as correspondence, reports, case studies, briefings, précis and summaries pertaining to the activities undertaken or in support of recommendations referred to higher management; documents changes in service delivery processes, procedures, products and approaches that improve services; and provides input to business line and HR annual and accountability reports.

Graduation with a degree from a recognized university with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Degree equivalency

Significant* experience in providing strategic advice in classification directly to management.
Experience in analysing and solving human resources problems.
Experience in analysing and evaluating assessing work descriptions using the different classification standards.
Mentoring experience with colleagues and / or subordinates.

*Significant: Evaluated against the extent of advice provided; the amount, complexity and diversity of cases handled; the autonomy level; the impact, on human resources management, of the decisions resulting from cases handled.
