EDUCATION:
A secondary school diploma or an acceptable combination of education, training and experience relevant to the position.
EXPERIENCE:

EX1: Minimum of seven (7) years of experience in a procurement related position responsible for complex* planning procurement activities (Business to Business or Business to Government): including, but not limited to, developing solicitations or evaluation criteria, negotiating contracts, awarding contracts and contract administration of significant dollar value** requirements.
OR
EX2: Minimum of seven (7) years of experience (or a combination of) in project management and complex* procurement management (Procurement may be Business to Business or Business to Government).
OR
EX3: Minimum of seven (7) years of experience (or a combination of) in working in an environment demanding the use of interdepartmental, departmental or multi-disciplinary*** project teams to achieve procurement project objectives or in providing advice and recommendations to management on complex* procurement issues, strategies or initiatives.
*Complex is defined as having experience in at least three (3) of the following elements involving:
1. Multi-million dollar projects
2. Consultations with multiple stakeholders
3. Multi-year or multi-phased projects
4. High profile or high risk projects (e.g. scope, security, emergency, etc.)
5. Negotiation of non-standard terms and conditions
6. Resolution of complex contract management issues
**Significant dollar value is defined as an individual contract of $5M or more.
***Multi-disciplinary is defined as: a group composed of members with varied but complimentary experience, qualifications, and skills that contribute to the achievement of the organization’s specific objectives.

EDUCATION:
AE1: University degree or College diploma from a recognized institution in Material Management, Business Administration or Commerce, Finance, Computer Sciences, Engineering, Technology fields (Avionics, Mechanical, Electronics or Marine Technology) or any other field relevant to the position.
AE2: Post-graduate degree in a field related to the position, e.g. Masters in Project Management, Masters in Business Administration.
Occupational Certification
Eligible for relevant Professional Certification, such as but not limited to Certified Professional Purchaser (CPP), Professional Engineer (P. Eng), Project Management Professional (PMP), Certified Risk Manager (CRM), Certified Public Accountant (CPA).
EXPERIENCE:
AEX1: Experience in managing staff. This is defined as supervision of staff including assigning work, managing and assessing performance, and developing training plans. Applicants must also indicate the number of employees they supervised directly.
AEX2: Experience in procurement or project management for complex* projects in one or more of the following:
. Military vehicles
. Avionic systems
. Simulators and trainers
. Specialized military equipment
. Weapon systems
. Military communications systems
. Avionics, navigation and sensor systems
. Airframe and aero engines
. Marine industry, e.g. ship construction or refits or repair and overhaul or in-service support
. Cryptographic equipment
. Cyber or IT Security or Information Security
KNOWLEDGE:
Knowledge of project management
OPERATIONAL REQUIREMENTS:
Available to work overtime, often on short notice.
Available to travel within Canada (and abroad) including travel by car, rail and air.
CONDITIONS OF EMPLOYMENT:
Secret or Reliability status security clearance.
