Risk Support Sector:
Risk Support Sector (RSS) is a cross-industry function within OSFI that evaluates specific aspects of risk management capability within federally regulated financial institutions (FRFIs). The sector’s horizontal perspective on risk informs the development of supervisory risk assessments and regulatory expectations for Canada.
Duties:
RSS is seeking to fill two Senior Director positions, reporting to the Assistant Superintendent in OSFI’s Toronto office. The Senior Director, Financial Risk Group will provide strategic leadership and oversight of the Credit Risk, Market and Liquidity Risk Divisions and Capital Model Approvals within RSS. The Senior Director, Non-Financial Risk Group will provide strategic leadership and oversight of the Operational, Model, Technology and Culture and Conduct Risk Divisions within RSS. Both roles are responsible for contributing management direction and operational oversight of the risk management practices for supervisory risk assessments in their areas of expertise, provide consulting advice to Management and Executives within RSS and other sectors, and work collaboratively across OSFI on broader strategic initiatives. This is an exciting opportunity for the successful candidates to contribute to OSFI’s view on emerging risks and operational interdependencies that impact the organizational resilience of FRFIs.
The successful candidates will possess varied and significant experience in the financial services industry and an in-depth understanding of current business issues and trends in the risk environment, both domestically and internationally. Developing, coaching, and leading staff (at all levels, including Executive) is a key responsibility of these positions.
This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions with various linguistic profiles and requirements, security profiles and various tenures.

ESSENTIAL EDUCATION
● A university degree with specialization in commerce, accounting, business, finance, economics or other relevant field OR an acceptable combination of education, experience and/or training.
ESSENTIAL EXPERIENCE
● Recent and significant senior-level experience in banking, risk management, finance or in a regulatory function in the financial services industry*.
● Recent and significant experience in managing teams and/or leading, developing, coaching and/or training staff.
● Recent and significant experience dealing with complex risk management issues requiring extensive analysis, policy development and development of recommendations and solutions in one or more of these areas (credit risk, market and liquidity risk, capital model approvals) OR in one or more of these areas (operational risk, technology/cyber risk, model risk and culture and conduct risk).
*Financial services industry includes experience working in a financial institution, including banks, insurance companies, pension funds, wealth management firms, and accounting firms (dealing with audits), as well as government departments that directly deal with the Supervision and Regulation of these institutions, or other relevant areas.

ASSET EDUCATION
● Post graduate degree or relevant professional financial designation or certification (i.e. MBA, CPA, CFA) or other relevant designation.
ASSET EXPERIENCE
You may be required to meet a combination of any of these asset experience criteria:
● Recent and significant experience in managing multi-disciplinary teams, including leading strategic planning for the development and training of risk specialists.
● Recent and significant experience dealing with complex risk issues requiring extensive analysis, policy development and development of recommendations and solutions in two or more of these risk areas (credit, market and liquidity, capital model approvals) OR in two or more of these risk areas (operational, technology/cyber, model risk and culture and conduct risk).
● Recent and significant experience as a member of a senior management team providing input into strategic issues affecting the organization.
ASSET KNOWLEDGE
● Knowledge of OSFI’s mandate, with particular focus on its supervisory mandate and related supervisory frameworks applicable to FRFIs.
● Knowledge of the relevant Acts, regulations and guidelines, as well as other bodies of regulation specific to Canada’s FRFIs.
● Knowledge of current and emerging trends/issues as they relate to risk management in the financial services sectors, as well as the challenges and opportunities within the sectors to ensure the appropriate balance in OSFI’s approaches and methods for assessing and monitoring risk.
