Intent of the process

This process may be used to establish a pool of candidates to staff similar positions at an identical or equivalent group and level with various official language proficiencies (English or French Essential, English Essential, Bilingual Imperative BBB/BBB, Bilingual Imperative CBC/CBC), various security profiles (Reliability Status, Secret ), various tenures (Indeterminate, Temporary) using various staffing mechanisms (Indeterminate appointment, Term appointment, Acting appointment, Deployment, Assignment, Secondment) at Immigration, Refugees and Citizenship Canada.
The pool may be used by other departments.

EDUCATION
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

NOTE:
Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

EXPERIENCE

STREAM 1: Technical Specialist
Significant* and recent** experience in developing or implementing or supporting plans, solutions or strategies for management for complex*** IT business system(s).

Significant* and recent** experience in working with teams that directly implement or support IT systems that follow a formal System Development Life Cycle (SDLC) methodology.

STREAM 2: Project Leader
Significant* and recent** experience as part of an IM/IT team of at least 6 individuals (employees or consultants) to support a complex*** IT business system.

Significant* and recent** experience in making recommendations and representing a unit in discussions with managers and/or IT specialists to influence or obtain agreement on the requirements for services or the resolution of project issues.

Definitions
*Significant is defined as the depth and breadth of experience normally associated with the performance of the duties for a period of approximately five (5) years.

**Recent is defined as the experience normally acquired within the last seven (7) years.

***Complex is defined as having at least one (1) of the following factors:
a) Geographically distributed across more than one province and/or country.
b) Large (2000+) user base.
c) A requirement for high availability and high reliability (24/7 system and 98% availability).
d) A diverse set of technologies that includes real-time data exchanges across multiple heterogeneous systems.

ASSET EXPERIENCE

STREAM 1: Technical Specialist
Significant* and recent** experience in the configuration of an Enterprise Case Management System implemented in a context of complex*** IT business system(s).

Significant* and recent** experience in developing solutions for complex*** IT business system(s) using integration platform services or high-level programming languages such as Microsoft C#.Net, Biztalk, Siebel EAI and Java.

Recent** experience (6 months or longer) in designing or developing using a Service Oriented Architecture (SOA).

Significant* and recent** experience in developing for an Enterprise Relational Database Management system in support of a complex*** IT business system(s).

Significant* and recent** experience in installing, configuring and troubleshooting a Commercial off the shelf software (COTS) Customer Relationship Management (CRM) system (e.g., Oracle Siebel, Microsoft Dynamics, PeopleSoft, Salesforce, etc.) OR middleware solutions (e.g., Biztalk, AppFabric, IBM WebSphere MQ, etc.) implemented in a context of complex*** IT business system(s).

Significant* and recent** experience in the planning and execution of performance testing for complex*** IT business system(s) for the general public.

Significant* and recent** experience in documenting IT processes and procedures.

Significant* and recent** experience in configuring the implementation of network components such as Load-Balancing, Firewalls and/or Routers on premise or/and in the cloud for complex*** IT business system(s).

Significant* and recent** experience in developing and implementing monitoring tools for complex*** IT business system(s).

Recent** experience in developing and supporting cloud computing systems such as Amazon AWS, Microsoft Azure or Oracle cloud.

Significant* and recent** experience in developing enterprise level technology architectures including server planning and sizing.

Significant* and recent** experience in identifying potential problem areas of concern and in presenting workable and effective solutions within projects;

Significant* and recent** experience in producing an architectural evolution plan, and in recommending prioritization of architecture evolution initiatives.

Experience in working with Immigration, Refugees and Citizenship Canada (IRCC)’s systems, such as the Global Case Management System (GCMS), the Canadian passport issuing system (IRIS), the Canadian Immigration Biometric Identification System (CIBIDS) and the Grants and Contributions System (GCS) to deliver IT services.

Significant* and recent** experience in leading**** IT project teams composed of multi-disciplinary staff and contractors involved in the System development lifecycle of IT Project.

Significant* and recent** experience in working with Immigration, Refugees and Citizenship Canada (IRCC)’s systems, such as the Global Case Management System (GCMS), the Canadian passport issuing system (IRIS), the Canadian Immigration Biometric Identification System (CIBIDS) and the Grants and Contributions System (GCS) to deliver IT services.

Experience supervising staff.

Experience in leading a HelpDesk or supporting a Call Centre.

Experience in supporting Financial Systems, such as SAP.

Experience in supporting Human Resources Systems, such as PeopleSoft.
