Work environment

In the First Nations and Inuit Health Branch (FNIHB) of Indigenous Services Canada, we strive to provide access to quality health services, improve health outcomes, and support greater control of the health system by First Nations and Inuit.

The analytics function of the branch is searching for creative, collaborative, client oriented individuals with backgrounds in statistical, mathematical or similar computational fields. Currently, we are looking to staff junior positions with individuals ready to apply their technical expertise and unique ability to understand our client’s needs to solve business-related problems using data-driven techniques.

As a member of our team you will work with a dynamic, multi-disciplinary, group of economists, epidemiologists, geographical information systems specialists, business intelligence developers and business analysts. By joining our team, you will have the opportunity to solve real world problems experienced by the business lines; directly see how your work impacts the First Nation and Inuit communities; and hone your skills in data science with a seasoned group of specialists.

Our office is located in Canada Place at 9700 Jasper Avenue in Edmonton, Alberta. Our workplace is in close proximity to Churchill Square, the river valley and many restaurants. It has several bus and LRT stops close by, as well as parking lots in the vicinity which makes it easy to get to and from work.

Intent of the process

A pool of qualified candidates will be established and may be used to staff similar, term and/or permanent positions, acting, assignments/secondments, or deployments.

The intent is to staff via the Aboriginal Peoples Employment Program, which aims to strategically increase Aboriginal representation within First Nations and Inuit Health Branch. As such, Organizational Needs may be applied and first consideration may be given to candidates self-identifying as belonging to Aboriginal peoples.

EDUCATION:
Graduation with a degree from a recognized university with acceptable specialisation* such as economics, sociology or statistics, engineering, science, business intelligence, geographic information systems

The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Asset Experience:
1-Experience contributing to the development, maintenance or quality assurance of Business Intelligence applications

2-Experience utilizing Business Intelligence products, specifically OLAP Cubes through various interfaces (e.g. Excel, SAS)

3-Experience working with Indigenous people or organizations.

4-Recent and significant experience* designing, planning or implementing analytical projects using at least three of the following components:

-Survey development;
-Data collection and respondent relations;
-Data management;
-Data integration;
-Data analysis;
-Dissemination;
-Data access and privacy;
-Client/stakeholder relations or marketing;
-Representing a statistical program or division as an expert/advisor on development projects, task forces or committees;
- Developing and managing aspects of data infrastructure**.

5-Recent experience* conducting data analyses with at least one programming/statistical analyses language, such as T-SQL, STATA, SAS, R or Python

6-Recent experience* working with clients and/or stakeholders to define and refine the requirements of a data request or project

7-Recent experience* developing data briefings, interactive visualizations and presentations

*Recent is defined as having the depth and breadth of experience that would normally be acquired within the last 5 years. Experience can be gained through employment, volunteer or charity work, social work, or similar venues.
**Examples of data infrastructure include claims databases, information management databases, geographical information databases, and classification hierarchies

ORGANIZATIONAL NEEDS
In alignment with the First Nations Inuit and Health Branch Aboriginal Persons Employment Program and in support of increasing Aboriginal representation in areas having the most impact on program delivery and health outcomes of FNIHB’s target population, selection may be limited to candidates self-identifying as belonging to Aboriginal peoples. Aboriginal candidates will be required to complete the Affirmation of Aboriginal Affiliation Form (AAAF) prior to hiring.
