Duties

Indigenous Partnerships Office - West (IPO-West) within Natural Resources Canada is looking for talented people to join its growing team. IPO-West houses the secretariat for the Indigenous Advisory and Monitoring Committees (IAMCs) for Trans Mountain Expansion Project and the Line 3 Replacement Program.

The IAMCs form the basis of a new relationship between the Government of Canada, the National Energy Board and Indigenous groups on energy infrastructure projects. They are a collaborative forum to advance the participation of Indigenous concerns related to environmental protection, safety and socioeconomic imperatives of the two major projects.

This is a unique opportunity to:
• explore western Canada through community visits in support of the IAMC;
• strengthen your interpersonal, organizational and leadership skills; and
• collaborate with Indigenous partners, the National Energy Board, and other federal departments.

As a Policy and Program Advisor, you will provide senior policy support to the IAMC and support the administration of the IAMC Grants and Contributions funding. The duties may include:

• analyzing and developing policy and position papers, briefing notes, reports, and presentations;
• providing expert advice to the IAMC on Section 35 rights, UNDRIP, the TRC, and inclusion of Traditional Knowledge in the NEB’s Filing Manual;
• liaising with various stakeholders (Committee members, Indigenous communities, applicants/recipients, prospective applicants, general public, etc.) and responding to inquiries related to program objectives, requirements and criteria;
• developing briefing materials for senior management and the IAMCs; and
• analyzing funding applications, make recommendations based on professional judgement; and analyzing financial reports to support project payment recommendations.

Intent of the process

A pool of fully or partially qualified candidates may be established through this process to staff identical or similar positions at Natural Resources Canada with various tenures, various language requirements, various security requirements, various conditions of employment and for various locations.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

*Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

• Recent and significant* experience in leading and preparing strategic policy advice, briefing notes, options, and recommendations, orally or in writing.
• Experience conducting research, analysis and evaluation of economic or sociological effects of projects, programs or policies.
• Recent and significant* experience working with multiple internal and external stakeholders representing diverse interests.
• Experience working in Indigenous communities or on Indigenous issues related to reconciliation, Section 35 rights, or UNDRIP.

* Recent and significant experience is defined as experience acquired through the performance of a broad range of related activities normally acquired over a period of approximately 24 months within the last five (5) years.

ASSET QUALIFICATIONS
Experience working with Indigenous groups in the Prairies.
Experience in project management.
Experience reviewing proposals for funding and claims for reimbursement.

Ability to analyze Grant and Contribution applications (including associated financial information) and make recommendations based on established criteria.
