Intent of the process

Although the immediate intent of this Job Opportunity Advertisement is to staff indeterminately, applicants should be aware that a pool of qualified candidates (fully assessed or partially assessed) may be established and may be used to staff similar positions at this group and level with various language requirements. In addition, this process may be used for various tenures (acting appointments, assignment, deployment, indeterminate, specified period, secondment), security requirements and conditions of employment within Health Canada. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION

Graduation with a degree from a recognized university with acceptable specialization in Economics, Sociology or Statistics.

Candidates must always have a university degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience in developing and providing advice on horizontal policy and strategic planning processes and issues related to the health/health-care sector.

Experience in monitoring, anticipating, identifying and/or analysing an array of national and international economics, political, legal, cultural and/or social factors affecting health policies and strategic plans.

Experience in briefing senior level management* on nation and international health related issues.

*In this instance, Senior Management is defined as Director level and above

Post-graduate degree with an emphasis in ethics.

Experience with senior level volunteer committees.

Ability to communicate effectively orally.
Ability to communicate effectively in writing.
Ability to lead the process and identify the need for creation of new health policies.
Ability to provide recommendations to senior official concerning the development of strategic plans.
Ability to represent and defend Health Canada interests (i.e. interdepartmental working groups, non-governmental committees, etc).
Ability to initiate, direct and revise/approve strategic plan and position papers.
Ability to lead a working group.
