Duties

The International and Intergovernmental Labour Affairs (IILA) of the Labour Program is looking at staffing a number of positions, providing an opportunity for talented individuals to broaden their horizons and acquire further experience in areas such as international labour policy, research and analysis, preparing briefing materials and writing reports, programming and handling of technical assistance in partner countries. EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
1. Significant* and recent** experience in conducting research and analysis, or providing policy advice on labour, legal, social, economic or data science issues, such as international trade or development, labour or international law.

*In this context, “significant” is defined as the depth and breadth of experience normally associated with the performance of the duties for a period of approximately two years.
**In this context, “recent” is defined as experience normally acquired within the last three years.

EXPERIENCE
1. Experience in planning, co-ordinating and managing large-scale projects with multiple stakeholders dealing with complex issues in the labour or international policy field.
2. Experience in drafting legal opinions, providing legal advice, and evaluating and resolving legal issues.
3. Experience in supporting or conducting complex or high profile litigation.
4. Experience in the development of policy positions regarding international organizations, such as the International Labour Organization, or regarding international negotiations, such as free trade negotiations.
5. Experience in liaising with officials of Canadian or foreign governments on international policy issues.
6. Experience in the development and management of artificial intelligence projects or tools, particularly in the field of data science.

Candidates must meet the essential qualifications to be appointed to a position.
The essential qualifications that are listed in the statement of merit criteria are mandatory. A pass mark will be established for each. Applicants may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.

Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score or a top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.
