Intent of the process

The immediate need is to staff one position with a language requirement of bilingual non-imperative CBC/CBC on an indeterminate basis.

This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions with various linguistic profiles (English Essential, Bilingual Imperative or Bilingual Non-Imperative), security profiles (reliability or secret) and various tenures (term, indeterminate, assignment, acting and deployment), which may vary according to the position being staffed.

EDUCATION:
- Graduation with a *degree from a recognized post-secondary institution in economics, commerce, business administration, finance, accounting, actuarial science, public administration or public policy.

*The term "degree" refers to a baccalaureate or a higher level degree, as established by educational authorities

Degree equivalency

EXPERIENCE:

At least 5 years of significant** and recent*** experience in the following:
- Leading or coordinating public policy or regulatory initiatives related to the financial sector (e.g., banks, insurance companies) within a Canadian federal or provincial government department or agency and
- Developing or interpreting prudential guidance or regulatory expectations in Canada’s financial sector; or
- Monitoring prudential policy compliance and performance of federally regulated financial institutions (FRFIs) in Canada.

** Significant is defined as the breath and complexity of experience that would normally be acquired where the experience was directly a part of the regular work duties of the candidate.
***Recent is defined as experience acquired in the 10 years prior to the application for the current position.

ASSET EDUCATION AND PROFESSIONAL DESIGNATION:
- Graduation with a Master’s degree from a recognized post-secondary institution in economics, commerce, business administration, finance, accounting, actuarial science, public administration or public policy.
- Professional designation: CA, CFA, CGA, CMA, FRM, FSA, or FCIA.

Degree equivalency

ASSET EXPERIENCE:
- At least 5 years of significant** and recent*** experience in managing a team of professionals. (Applicants must indicate the number of staff they supervised and the duration).
- At least 5 years of significant** and recent*** experience leading or coordinating inter-agency regulatory initiatives or public policy work among Canadian federal or provincial government department or agencies related to the financial sector.
- Experience in project management
- Experience in strategy development, change management, and partnership building.

KNOWLEDGE:
- Knowledge of OSFI’s regulatory and supervisory framework applicable to FRFIs.
- Knowledge of OSFI’s role in the Canadian regulatory framework and interaction with domestic and foreign financial sector regulatory organizations.
- Knowledge of current and emerging risks in the domestic and global financial sector relevant to OSFI’s mandate as a prudential regulator.
- Knowledge of current public policy or regulatory initiatives or priorities of federal or provincial government departments or agencies that may affect FRFIs or OSFI’s oversight of FRFIs.

ORGANIZATIONAL NEEDS:

As a Separate Agency, the Office of the Superintendent of Financial Institutions (OSFI) appoints employees in accordance with the Public Service Employment Act (PSEA). OSFI is named in Schedule V of the Financial Administration Act (FAA) and it offers the same pension and benefits plans as the core Federal Public Service. In addition to this, OSFI employees obtain a minimum of 4 weeks of vacation leave per year, earn a competitive salary, and are eligible for an annual performance bonus.
