Duties

STREAM 1: Policy Advisor

Responsible for planning and conducting research and analysis on economics, policy and/or intergovernmental issues relevant to the Canadian fisheries sector in areas of specialization (e.g., economic, socio-economic, regional developments, policy, legislation, regulation or corporate planning). Develops briefing notes, strategic notes, environmental scans, research reports, position papers, presentations, and other materials. Represents the Department on issues with other regional or national organizations through participating in meetings with other federal government departments, provincial governments, First Nations, and other stakeholders to exchange information and collaborate on files. Leads (unit, sector, or departmental) project teams, on a short term basis. Prepares for and organizes intergovernmental meetings.

STREAM 2: Economic Advisor

Responsible for planning and conducting research and analysis on economics relevant to the Canadian fisheries sector in areas of specialization (e.g., economic, socio-economic, regional developments). Represents the Department on issues with other regional or national organizations through participating in meetings with other federal government departments, provincial governments, First Nations, and other stakeholders to exchange information and collaborate on files. Leads (unit, sector, or departmental) project teams, on a short term basis. Prepares for and organizes intergovernmental meetings.

Work environment

Fisheries and Oceans Canada is responsible for policies and programs in support of Canada's economic, ecological and scientific interests in oceans and inland waters; for the conservation and sustainable utilization of Canada's fisheries resources in marine and inland waters; for leading and facilitating federal policies and programs on oceans; and for safe, effective and environmentally sound marine services responsive to the needs of Canadians in a global economy.

Intent of the process

The intent of this process is to establish a pool of qualified candidates which may be used to staff EC05 Policy Advisor and/or Economic Advisor position(s) on a temporary or permanent basis within the Policy and Economics Branch of Fisheries and Oceans Canada in the Central and Arctic Region. Positions are located in Winnipeg, MB.

STREAMS 1 & 2:

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics

Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Significant* experience preparing, developing and presenting written and verbal reports or briefing materials
Significant* experience analyzing complex issues** and providing strategic advice to management
Significant* experience developing and maintaining collaborative working relationships with internal and external stakeholders

*Significant means the depth and breadth associated with a minimum of two years of work experience.

**Complex issues means multifaceted, multi-dimensional or multi-client issues.

STREAM 2:

Significant* experience in conducting socio-economic and cost-benefit analysis.
Significant* experience in compiling and analyzing large amounts of complex information*** from multiple sources
Significant* experience in interpreting and reviewing results of research and communicating its findings.

* Significant means the depth and breadth associated with a minimum of two years of work experience.

***Complex information means qualitative and quantitative multi-dimensional information compiled from various sources.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

STREAM 1:
Graduation with a Master's degree from a recognized post-secondary institution with an acceptable specialization in Economics, Environmental Studies, Natural Resource Management, Sociology, Statistics, Public Administration, or other specialization relevant to the position
Experience organizing meetings with a range of participants
Experience in conducting policy research and/or policy analysis specific to natural resources or resource management
Experience in developing and analyzing government policies and/or regulations
Experience working with provincial or territorial governments or First Nations or non-governmental stakeholders

STREAM 2:
Graduation with a Master's degree from a recognized post-secondary institution with an acceptable specialization in Economics.
Experience in conducting economic analysis (e.g. cost-benefit analysis, socio-economic analysis, impact analysis) specific to natural resources or resource management
Experience in the use of statistical and database software packages (i.e. SAS, Excel, Access)
