The National Energy Board (NEB) is an independent federal regulator of several parts of Canada’s energy industry. It regulates pipelines, energy development and trade in the public interest with safety as its primary concern. The Minister of Natural Resources is responsible for this organization. The NEB was established by Parliament to regulate, among other things, the construction, operation and abandonment of pipelines that cross provincial or international borders, international power lines and designated interprovincial power lines, imports of natural gas and exports of crude oil, natural gas liquids, natural gas, refined petroleum products, and electricity, and oil and gas exploration and production activities in certain areas. The NEB is also charged with providing timely, accurate and objective information and advice on energy matters. Headquartered in Calgary, Alberta with regional offices in Montréal, Vancouver and Yellowknife, the NEB has approximately 500 employees and annual budget of over $70 million.

Duties

Reporting to the Vice President, the Director is committed to the vision, objectives and goals of the Board and their Business Unit. The Director is committed to assisting the Board in meeting its mandate through the activities of the Team (which includes, for example, providing advice and decision support to the Board Members, completing analysis of energy issues, planning and executing projects for regulatory improvement, and/or providing expert information and analysis to internal and external stakeholders of the Board.)

The Director is accountable for the success of a Team and for the performance of these individuals. The Director ensures that Team Members are aligned with and work toward the strategic vision of the Business Unit and the NEB as a whole. The Director ensures that internal measures of quality are met. He/she achieves team excellence through communicating, measuring and discussing team and individual performance expectations, service standards and competency requirements; personal coaching and guiding of Team Members; encouraging Team cohesion, fostering Team development and morale, building partnerships with other teams within and beyond the Business Unit, and by encouraging communication with all levels in the organization. The Director facilitates processes, solves problems, recommends changes in policy, procedures and guidelines affecting how work is done; and continuously reviews processes for potential improvements.

The Director manages financial resources to accomplish Team results and manages the human resources activities of the Team including recruitment, development, managing team schedules and workload priorities, and external contracts.

Intent of the process

A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Education:
Graduation with a degree from a recognized university with a specialization in a related discipline such as accounting, business administration, commerce, economics, engineering, finance, geoscience, environmental science, public affairs, sciences, emergency management or safety management.

Degree equivalency

E1. Significant and recent experience in regulatory or business issues in the energy sector, specifically with issues related to Canadian federal or provincial regulatory activities.

E2. Significant and recent experience in the management of complex projects or work units involving the efforts of several people.

E3. Recent experience identifying resourcing needs for projects and/or in directly managing human, financial or materiel resources.

E4. Recent and significant experience in providing strategic advice, briefings and recommendations to a Board of Directors, or to senior management (e.g. Director or above)

Note: For the purposes of this process, significant means several years of substantively more progressive and complex responsibilities. Recent is defined as having recent enough experience that the candidate is familiar with the latest practices and developments and is competent to take on the role with very little direction, typically acquired within the last 1-5 years.

The following asset criteria may be used for the position(s) in Energy Adjudication:

AQ1 Do you have experience leading or working on a complex NEB regulatory hearing?

AQ2 Do you have experience providing advice on regulatory decisions that have broad impacts on the public interest?

AQ3 Do you have a graduate degree related to the position; or a professional accounting or financial designation such as CFA or CPA?


The following asset criteria may be used for the position(s) in Integrated Energy Information and Analysis:

AQ4 Do you have experience using expert level knowledge of energy supply or markets in North America and abroad, energy economics, and energy analysis to provide advice to senior management?

AQ5 Do you have experience conducting analysis of market data, drawing conclusions, and effectively reporting on findings by highlighting matters of most relevance to the Board’s mandate?

AQ6 Do you have experience using quantitative techniques, such as econometric or linear programing models, to produce analysis and outlooks that support decision making?

AQ7 Do you have a post-graduate degree in economics, business administration, statistics, or other field relevant to energy information analysis?


The following asset criteria may be used for the position(s) in System Operations:

AQ8 Do you have recent experience in the development or application of management systems?

AQ9 Do you have significant and recent experience in development and implementation of processes in the energy industry?

AQ10 Do you have experience in leading selection and prioritization of initiatives or projects aligned to organizational outcomes and priorities?

AQ11 Do you have experience in the development and conducting of audits?

AQ12 Do you have significant and recent experience in technical, industry or regulatory issues related to construction or operation of hydrocarbon transmission pipelines?

1. The National Energy Board has a classification system that differs from the greater public service. This NEB-12 position is similar to an EX-01. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is currently subject to NEB’s Professional Institute of the Public Service of Canada Collective Agreement.

2. Application Requirements: Applicants must submit, by the closing date, a resume and cover letter clearly demonstrating how they meet the essential qualifications of education and experience. 3. Assessment: You may be assessed using one or more of the following tools: written examination, oral presentation, interview(s), reference checks and interactions with internal staff during the process and personal knowledge. 4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, organizational needs or operational requirements; however, meeting these criteria is desirable and may be a deciding factor in choosing right fit for appointment.

5. Salary: Effective 1 November 2017 NEB- 12, $110,950 to $134,991 The National Energy Board has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments

6. Terms of Employment: This position has been proposed for exclusion from the bargaining unit for collective bargaining purposes. When a decision has been reached, you will be notified in writing. Until that time this position has been allocated to the bargaining unit represented by the Professional Institute of the Public Service of Canada (PIPSC) and therefore the collective agreement between this Union and the National Energy Board determines your terms and conditions of employment. Union membership dues will be automatically deducted except where an employee is a member of a religious organization whose doctrine prevents him or her from making contributions to a union (PIPSC - Article A-4).
