Transport Canada (TC) is seeking a second Manager for the Cost-Benefit Analysis (CBA) team in Departmental Regulatory Affairs. Government policy on regulating requires that government regulation be evidence-based with a robust analysis of costs and benefits while being open to public scrutiny. Policy also requires consideration of different approaches to achieving safety, security and protection of the environment, including the use of various instruments such as regulations, financial incentives and disincentives, publication of compliance results, etc.
The volume of annual regulatory initiatives at TC is increasing to align with international standards and modern approaches. The CBA team is also expanding its services to provide advice at the very earliest stages of a regulatory proposal, including at the stage of instrument choice. The Manager has a robust role to play in ensuring quality control over the CBA work, managing priorities, challenging approaches, increasing the availability of sound data and managing culture change across the Department.
The position provides an opportunity for continuous learning, building new competencies and developing a strong professional network through:
• Quantitative analysis on air, marine, rail and road transportation as well as the transportation of dangerous goods;
• Work with experts from a variety of disciplinary backgrounds, within and outside of TC; and
• Economic research related to current issues such as new cutting-edge technologies in transportation.
A pool of partially qualified candidates may be established within Transport Canada and may be used to staff similar positions with various tenures (including indeterminate / term / assignment / Secondment/ acting/ deployment) and/or various linguistic requirements (bilingual imperative CBC/CBC; bilingual non-imperative CBC/CBC) and/or various security profiles (reliability, secret).

EDUCATION
ED: Master’s degree in economics or applied economics (agricultural economics, environmental economics, health economics, transportation economics, applied economics).
EXPERIENCE
EX1: Significant* experience in analyzing quantitative data from different sources in relation to policy or regulatory issues, using economic theory and statistical methods.
EX2: Experience using the findings from research and analysis on policy or economic issues to develop recommendations for senior management or decision-makers.
EX3: Experience in preparing written reports, briefings or decision documents for management or clients.
EX4: Experience in consulting or working with a variety of internal or external stakeholders or diverse groups.
EX5: Experience in supervising or mentoring project teams or staff (please describe extent of experience, e.g., number of years, number of staff or team members, functions carried out as a manager or mentor).
*Significant is understood to mean the depth and breadth of experience normally acquired from having performed a broad range of activities in this field on a full-time basis over a period of 5 years in the past 10 years.
