Duties

As a Business Analyst/Technical Advisor working at Innovation, Science and Economic Development Canada (ISED), you will have a direct impact in transforming how business is transacted both within the department and with the global innovation community. You will join an established team of business analysts and will collaborate with your colleagues to ensure a coordinated, enterprise approach to business analysis on major transformative programs and projects. Working directly with business experts and interfacing with ISED’s Chief Information Office Branch, you will be responsible for thoroughly understanding, formalizing and communicating business operations, needs and intended outcomes on specific Information Management (IM) / Information Technology (IT) initiatives so that business value is realized.

This is a unique opportunity to leverage your business analysis knowledge and experiences to deliver quality business analysis and product acceptance testing services on large IM/IT projects within multi-year transformation programs that are modernizing ISED’s digital environment! As well, depending on the need, you may be engaged in key IM/IT initiatives supporting significant legislative change agendas or addressing Government of Canada and other departmental priorities.

On any given day, you will find yourself driving business value as you:
- Provide recommendations on new IM/IT investment proposals;
- Define high level business and stakeholder requirements in support of business cases;
- Analyze existing business processes and define stakeholder, solution and transition requirements for approved initiatives; and
- Assess the alignment of designed or delivered solutions with ISED’s needs and the broader needs of the innovation community.

Intent of the process

The initial intent of this process is to staff multiple determinate and indeterminate positions within the Innovation, Science and Economic Development portfolio, specifically at Corporations Canada and the Canadian Intellectual Property Office. In addition, this inventory will be used to establish a partially or fully qualified pool of candidates which may be used to staff similar positions with various tenure, linguistic and security requirements within Innovation, Science and Economic Development Canada.

EDUCATION
Successful completion of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Degree equivalency

EXPERIENCES
- Significant* experience performing the functions of a Business Analyst in support of IT software implementations, which includes performing activities such as:
• planning and estimating business analysis activities;
• analyzing, modeling and validating business process flows and data;
• eliciting, analyzing, documenting and validating business needs and requirements;
• assessing proposed solutions against anticipated business outcomes and
requirements;
• developing test strategy, plans and scenarios;
• coordinating the acceptance testing of solutions;
• diagnosing, troubleshooting and resolving IT issues.

* Significant experience is defined as having the depth and breadth of experience that would normally have been gained performing the duties over a period of three (3) years or more.

- Experience facilitating communications with and between business clients and technical implementation teams;

- Experience authoring as well as presenting results and recommendations based on business analysis.

CERTIFICATION
Successful completion of a business analysis certification program endorsed by the International Institute of Business Analysis (IIBA) or the Project Management Institute (PMI).

Holds a recognized professional Business Analyst designation, such as:
- IIBA Certification of Capability in Business Analysis (IIBA-CCAB),
- IIBA Certified Business Analysis Professional (IIBA-CBAP),
- PMI Professional in Business Analysis (PMI-PBA),

Holds a recognized professional Project Management designation, such as:
- PMI Professional in Project Management (PMI-PMP)

EXPERIENCES
- Experience performing business analysis for commercial off the shelf (COTS) software implementations;
- Experience performing business analysis for IT software implementations using agile software delivery practices.
- Experience using a requirements management system to manage business analysis information.
